If population control policy is inevitable, I would prefer replacing the used generation with the new ones. It means cutting life support for the aged, not on the unborn and newborn.
In line with this, it would mean to abolish all those retirement benefits and provide medical subsidy to aged people who wants euthanasia. Expand also the coverage of death penalty.
