ANGELO REYES was Chief of Staff of the AFP starting July 1998 and it was during his time that the Bangsamoro Land was bombarded. He became Secretary of National Defense in March 2001 under the Arroyo Administration and it was during his time when political persecution just went haywire.

10 soldiers, 9-year-old boy killed in NPA ambush
Wala pa palang ceasefire nung nangyari yan. ehhh kung hindi pagong etong administration na eto, hindi mangyari yan. Ehh ang tagal na naka-salang for signature yang ceasefire, ehhh pagong ang administration, ayun two days before the effectivity of ceasefire naputukan. Parang hindi yata alam ng Administration na eto na pag mas maaga at mas mahaba ang ceasefire mas nakakabuti.

Etong GRP nag-buo pa ng Abbu Sayaff, pinondohan, para magamit nila pang-gulo sa front, kunwari hinahabol nila para maka-pasok sa MNLF teritories, para ma-justify ang violation nila sa ceasefire.

TACLOBAN CITY, Philippines - Suspected New People’s Army (NPA) guerrillas killed ten soldiers and a nine-year-old boy in an ambush yesterday afternoon in Northern Samar, in what Philippine National Police (PNP) officials said could be the second deadliest attack against government troops this year.
Reports reaching the Armed Forces Central Command (CENTCOM) said the ambush happened last Tuesday at around 3 p.m. within the boundary of barangays Sta. Fe and Perez.
CENTCOM spokesman Maj. Christopher Tampus said a 12-man squad from the 63rd Infantry Battalion were about to return to their patrol base to observe the holiday ceasefire when they were waylaid by an undetermined number of rebels.
The identities of the ten soldiers were withheld pending notification of their immediate families. Tampus said all of the fatalities are enlisted personnel.
Also killed was a nine-year-old boy named Joven Cabe, who was swimming in the riverbank during the incident. Cabe sustained multiple injuries.
Two badly wounded soldiers survived the attack and are now recuperating at an undisclosed hospital in the province.
They were identified as Cpl. Ricardo Cabral and Pfc. Heder Pavillon.
“Both (Pavillon and Cabral) have survived the ambush and are presently confined at the Catubig District Hospital. They are said to be in stable condition,” Tampus said.
CENTCOM Commander Lt. Gen. Ralph Villanueva called the ambush “an act of treachery” by the NPA.
“We are preparing for the ceasefire. They (troops) are going back to defensive mode but the rebels took advantage of that. It was really unfortunate,” Villanueva said.
“This is a very unfortunate event especially this Christmas season. This is the sacrifice that our soldiers take in pursuit of peace in the Visayas,” he added.
Despite the incident, Villanueva said his troops will continue to adhere to the holiday truce, which will begin today until Jan. 3.
The Army’s 8th Division, which supervises military operations in Samar, said the ambush proves that the National Democratic Front (NDF) is not sincere in holding peace talks with the government.
“NDF demand for peace talk is a mere ploy to advance their offensives against the government... The rebels used destructive improvised mines to assure the fatality of the troops,” said Lt. Col. Noel Vestuir, spokesman of the 8th Division.
“It only shows their true intention why peace talks is once again brought out of the picture,” he added.
Tampus said three companies of soldiers have been mobilized to secure the area while authorities are conducting investigations.
The NPA rebels seized 12 high-powered firearms and a radio from the ambushed troops, stripped their victims of clothes and other personal belongings before fleeing towards the northern part of the province.
Wanted: Long and lasting peace
Meanwhile, government peace panel chairman Alexander Padilla said yesterday that the Aquino administration is eyeing to forge a final peace agreement with the NDF within three years.
Padilla said the government is bent on finding a political settlement with the communist group along with its armed group the NPA and its underground political organization, the Communist Party of the Philippines (CPP).
“We hope that everything will be finished in three years because we want the administration to implement the settlement,” he said, adding that the 41-year-old armed struggle being waged by the CPP-NPA-NDF is the “longest protracted insurgency” in the whole world.
“These negotiations have been going on for so long. If we cannot have an agreement in this administration, we might find it hard to have it in the next,” Padilla said, referring to the difference between the Aquino administration and the previous administration’s strategies in solving the insurgency problem.
“The previous administration tried to eliminate the NPA in three years’ time but did not succeed because they used military means,” he said, emphasizing that the current administration believes that government cannot end the rebellion through a military solution.
“We have not seen anybody who have won through military means, that is why we need a political solution. We really need to talk,” Padilla said.
He said the NDF cannot also win their war through the same approach.
“Communism as a political ideology is outdated. Political conflicts today are not about ideologies. Issues of conflict are now on climate change, resources, among others,” Padilla said.
The government and the NDF have agreed to observe a Christmas ceasefire starting Dec. 16 up to Jan. 3, 2011 following an informal chair-to-chair meeting in Hong Kong two weeks ago.
Padilla and panel member Pablito Sanidad met with NDF chair Luis Jalandoni, Consuelo Ledesma and their lawyer with no pre-set agenda.
Both parties have likewise agreed to conduct another round of informal talks in January and resume formal peace negotiations in February next year. – With Alexis Romero, Jose Rodel Clapano

Questionable Courage in AFP/PNP
Our PNP/AFP "Courage" is questionable. They send in "deputized" people sa front-line na gagawa ng harassment na hindi nila kayang gawin. Marami nang beses nangyari yan. Sa mga demolitions. Sa rally dispersal. Yung mga CVO ng Ampatuan mga deputized yun ng regular forces natin. Sa mga provinces merong CAFGU.
We thought that our police/military are "Trained" but we are not getting good service at the front contact. The reason being is that they delegate the function to less competent persons na mas matapang sa kanila pero mas matindi ang pangangailangan ng pera na willing mamatay basta maka-kain lang. SInasamantala ng mga regular forces natin ang mga matapang na mahihirap.

My Gun Control Poposal Could have Prevented Maguindanao Massacre and Mendoza Hostage Tragedy
That MAGUINDANAO Massacre and MENDOZA Tragedy are actually a failure of the present system. Those would have been prevented in my system.
What happened there was there were Police Law Enforcers watching the killings, but they could not prevent the killings because the Ampatuans Private Army carry more powerful weapons under the guise of "Responsible Gun Ownership". Those Policemen were controlled and overpowered by civillians (Ampatuans) who carry guns in the guise of "self-defense".
In that incident, the law enforcers who have guns were not able to do their mandate of preventing the violence because the perpetrators are too many and highly-powered with guns.
If we allow guns to be carried by everyone, the law enforcement would be put at risk and would not be able to assert its authority and power over people who are already at the verge of committing violence.
In my proposal, that Maguindanao incident would not happen.
1. Everyone would not be able to amass those high-powered firearms and great number of ammunition, including and especially the Ampatuans.
2. Checkpoints would deter any movement of unauthorized gun carriers. Assuming the Ampatuans have hidden high-powered guns and they decided to bring it out in that particular day, they will have to be encountered by the Law Enforcers at the checkpoints.
If my proposal is already in place, the Mendoza Hostage Tragedy wouldn't happen.
1. He is already disarmed at the moment a decision was made to dismiss him from the service.
2. As a private citizen, he could not get a permit own or carry a gun when (A) he will not pass the psych test, and (B) he already filed a grievance suit against the government.
3. If he was able to get hold of a loose unlicensed firearm, it is unlikely that he will be able to successfully transport it from Batangas to Manila because he will have to pass through 3 checkpoints.
4. Under my proposed policy, if you carry a gun without authorization and you got caught as a threat on a crime scene, you will be KILLED immediately by the Police in exercise of a routine standard operating rules of engagement without necessary command from the higher-ups.

Abolish the AFP
Hanggang nangyan ang AFP, gagawa yan ng pa-ilalim na modus operandi para mag-continue ang existence ng mga terrorists, para ma justify ang existence ng Military Institution. They are feeding their own enemy to secure their jobs. Very anomalous.
Solution, simple. Costa Rican model. Abolish the AFP and convert the soldiers into Policemen, Forest rangers, or Gunless Teachers in the Barrios. Three year program para mapilitan silang linisin ang mga terrorist para maging safe sila pag maging teacher to the barrios na sila.

Anti-Hazing Program
There is something wrong with how our students, military officers, police officers, even our fratmen lawyers are trained. It has been a tradition in schools and training camps that the students and cadets are subjected to maltreatment and pains of physical contact in the execution of training-related man-to-man fraternity hazing actions. Sometimes our youths are being sadistically hazed without any disciplinary reason at all -- just plain barbarism. This is one of the deepest anomalies that could be the primary cause of human rights abuses.
I think we should focus on eradicating the Hazing Tradition in the schools and training centers. There must be a Special Team composed of Psychologists, Sociologists, and Advocacy Experts to plan and implement a sustainable program that will reverse the social acceptability of torture and hazing in Police, Military, and Fraternity initiation rites.
We can no longer continue training our people in a violent manner. It will make them prone and tolerant to violence in the long run. Assuming that hazing tradition started to reduce in 1995 when the Anti-Hazing Law was passed, we are still expecting the Police and Military Officers who gradated 1995 down to be hazing tolerant. At the moment, our Generals are class 1976-79. I am looking at 30 more years that our AFP and PNP are led by torture-tolerant officers. This is is a big battle against torture and hazing that we have to seriously face.

Moratorium of Detraction Against the President
Ikaw na ordinaryong mamamayang Pilipino. Anong klase kang Pilipino kung sa pag-dating ng conflict with other nations, eh imbis na kailangan nating mag-consolidate bilang isang bansa, at ayusin ang mga weaknesses natin, eh gusto mo pang isingit ang loser's syndrome mo sa election at gusto mong watak-watakin ang suporta ng mga kababayan natin sa Presidente natin?
This is the moment wherein the President is very vulnerable to criticism by the President's political detractors. But at this time, this vulnerability should not be taken advantage of because hitting the President will surely hit our motherland as well. At this time, we Filipinos MUST CONSOLIDATE. We will resume our internal struggle-for-change later on after we, as one nation, survive this crisis.
This is the moment wherein the President is very vulnerable to criticism by the President's political detractors. Hostage Aftermath Instigators are Filipinos, not Chinese
Most of those with Chinese names who spark/instigate conflict between China and Philippines by calling our President with defamatory names, seems to appear that they are Chinese. But actually, they are not Chinese, they are Filipinos who just want the current Administration or the Philippine Government to fall.
I am a Filipino. But I believe Chinese people are SMART people. In fact, the Chinese are even Smarter than us Filipinos because their civilization and system is much much older than ours. We do the lowest level of labor in their mainland and business cities like Hongkong. We even do the lowest level of labor for them in our own land as we can see the fact that their immigrants in the Philippines run the big businesses as tycoons.
Anywhere in the world, the Chinese people don't instigate conflict between their government and someone else. They don't over react on situations like this.
In my opinion, most of those UGLY comments does not come from the Chinese nor from the Hongkong Nationals. Those UGLY comments come from Anti-Government -- probably the leftists, or the anarchy youths, or the bitter ones who lost during the recent election, or the American gun runners. Yes the Americans gun runners because these are the only people who want's war worldwide, they live by the business of war.
So, I think let's just ignore those instigators.

PNP Should Handle ROTC, not AFP
Ang recommendation ko, PNP na ang hahawak ng ROTC at hindi AFP. Ayoko yug ROTC na puro formation at martsa lang ng AFP na walang kwenta.
Turuan ang mga youth sa mga sumusunod:
- Manning of anti-riot front-line
- Investigation reporting
- Blotter writing
- Community Patrolling
- Police Motorcycle Driving
- Proper way of frisking
- Proper manning of Checkpoint
- Reading of Rights of arrested individual
- Proper way of applying for and serving of search warrant
- Bomb Scare Crowd Management. etc etc...
... kasi ang kaalaman sa mga eto ay applicable eto sa buhay ng tao na siya ang dapat mangalaga at mag-protekta sa sarili niyang mga karapatang pangtao.

AFP Modernization is Excuse of Ineffectiveness
Abolish na dapat ang AFP. Sobrang tagal ng labanan sa NPA at MILF eh hindi matapos-tapos kasi sa kanila din galing ang mga bala at baril. Pulis na lang dapat lahat. Eh sobrang inferior na tayo sa Military technology, hindi na tayo maka-catch up, gagawin lang nilang dahilan yang need of modernization para ma justify ang ineffectiveness nila sa pag-sugpo ng organized crime groups. Abolish na yan, gawin na lang silang Teachers to the Barrios.
