People Power Means Purchasing Power

For many politicians, people empowerment means downloading more responsibilities and obligations to the people. For me, people empowerment means free market policies that will increase earning capacity and purchasing power of the people. I believe that when people have freedom to choose, they will buy the products and services that are more efficient, which will naturally put the inferior products and services out of business, yes including administrations of government. When you put more power on government, it will supress and exploit the market, and you are tying down your own people into a self-made bondage. We want lesser power of the government, more power to the open society.

Jose Rizal may not be Your Hero


Dec 30 po ngayon. Gunitain natin ang pagka-bayani ni Jose Rizal na aktibista, reformista, and political exhortationist sa kanyang panahon. Ang tanong, kung ikaw ba ay nabubuhay sa panahon ni Jose Rizal, ikaw ba ay supporter niya or pinagtawanan mo lang siya habang ikaw ay nag-eenjoy sa hindi maka-taong sistema? Aber aber? Kung hindi ka sumusuporta sa mga tao na nakikipaglaban sa bulok na sistema, wala kang karapatan mag celebrate ngayon, you have no sense of ownership of Jose Rizal's heroism. Sa totoo lang.

CAN'T STOP ILLEGAL LOGGING IN MINDANAO



QUESTION: Cmdr John, they say it is illegal logging that caused the devastation in Mindanao. What can you say about this?

ANSWER: Housing is one of the primary needs of human being. Man cannot live without house. There are six layers of housing materials according to budget.

(1) VERY POOR - Grass or Nipa roof, bamboo structure, whatever lumber available nearby by self harvesting, forget the flooring.

(2) POOR - Nipa roof, coco lumber structure, whatever wood available nearby by self-harvesting, forget the flooring.

(3) LOWER MIDDLE CLASS - Ordinary galvanized roof, whatever wood available in market, wood or bamboo flooring.

(4) MIDDLE CLASS - Galvanized roof, wood and cement structure, cemented floor.

(5) UPPER MIDDLE CLASS - Galvanized roof, cement and steel structure, ceramic tile floor.

(6) RICH - Galvanized or brick roof, cement and steel structure, marble floor, first class wood finish and furnishings.

ANALYSIS

Mindanao is homeland of 2 million impoverished households. The poor consume so much wood for housing and cooking fuel.

As long as poverty persists, no one can stop the Mindanaoans from harvesting their trees. When you talk about illegal loggingin Mindanao, you are talking about more than a million violators, halos lahat mahihirap.

After Sendong destroyed their houses, they have to build new houses. It means there is going to be a surge in demand for lumber, more trees is going to be cut. All the tree cutting for the past 20 years, they are all gonna harvest such huge volume in 2012 to be able to rebuild.

SHELTER IN EVACUATION CAMP IS RESORT FOR MINDANAO POOR


QUESTION: Cmdr John, why is it that we have not heard Mindanaoans complain about their shelter and life in evacuation camp in schools despite lack of water and sanitation?

ANSWER: Life in evacuation camp is already like a RESORT VACATION for the poor people of Mindanao. Lifestyle, security, and provisions of survival in the evacuation camp is hundred times more pleasant compared to their normal lives. You should have seen the realities of poverty in Mindanao before Sendong.

Sabi nila, kawawa ang mga evacuees, malamig matulog sa semento na walang banig. hehehehe, baka hindi pa kayo nakatulog sa pinag-tagpi-tagping kahoy, hehehe mas masarap sa semento.

AFP and PNP lack know-how to arrest wanted MILFs

Ang isang MILF zone ay parang reservation area yan ng mga lion, tiger, annaconda, at iba pang mga dangerous na mga nilalang na kailangan din respetohin ang habitat nila. Delikado pumasok dyan na mag sneak in ka na walang proper coordination with the zoo keeper. Ang Ceasefire Agreement ay may mga provisions dyan kung papano ang safety procedure kung merong isang lion dyan sa loob na kailangan hulihin at ilabas. Pag pumasok ka dyan at hindi ka sumunod sa procedure, mabubulabog yan sila at talagang kakagatin ka ng mga lion dyan. Pag mabulabog yan, mahirap patahimikin yan.

QUESTION: Sir John, sinabihan po ng GPH ang MILF na isurrender ang mga members nila na may warrant of arrest, ano po masasabi mo? ANSWER: Etong GPH po ay palaging mali, ewan ko kung bakit, hindi sumusunod sa procedure. Kung hindi nag-kulang ehhh sumosobra naman po. Wala po sa Ceasefire Agreement na "ISURRENDER" ng MILF ang mga tao nila. Ang nakasulat po ay mag-coordinate ang GPH ng maayos sa MILF Peace Panel kung meron silang gustong arestohin sa loob ng kampo ng MILF.Pwede naman daw po pumasok sa loob ng MILF camp ang GPH para mang-arresto ng mga wanted ng batas, basta may coordination lang. Ang trabaho na mag arresto ay trabaho yan ng GPH kasi batas nila ang nagpapa-arresto eh, hindi nila pwede ipasa yang arresting workload sa MILF kasi may conflict of interest ang MILF dyan sa aspeto na yan. Ang kabobohan ay nakamamatay.

Mga sirs, MNLF Director po ako, hindi po ako MILF. Halos magkapareho lang po ang procedure ng MILF and MNLF. I don't speak in behalf of MILF po. Nakikilahok lang po ako rito kasi po gusto ko ng kapayapaan, isang paraan po ay pag-educate ng ...public na meron naman po risk-free and 100% effective na procedure kung papano po mag arresto ng tao na nasa loob ng MILF Camp. Ang problema po ay karamihan sa ating mga Officers sa AFP ay hindi po na-train or na-briefing kung papano po ang procedure, kaya po sila nalalagay sa alanganin (baka sinadya po ng mga commanders nila na gusto gumawa ng eksena para magka-gyera). Ako na lang po ang mag train sa kanila para po hindi sila ma disgrasya. Eto po ang step by step:

1. Kumuha muna ng original copy ng Warrant of Arrest galing sa Court.

2. Bigyan po ng copy ng warrant ang MILF Peace Panel, huwag kalimutan ipa-tatak-received.

3. Pwede na po magsimula na po ang informatin gathering kung saan nagtatago ang Wanted.

4. Pag matuntun na po ang Wanted sa isang MILF Camp, pwede na po puntahan ng GPH Agents (say AFP or PNP) ang nasabing MILF Camp. Sa front gate po dadaan at kakatok ang GPH, huwag po mag sneak in sa likod. Pagmakaharap na ang Gate Guard ng MILF Camp, pwede na po ipakita ang Warrant of Arrest na may tatak "Received" ng MILF Peace Panel. Pag magtanong po ang MILF Camp Commander, pwede naman po gamitin ang cellphone para tawagan ang MILF Peace Panel.

5. Papapasukin po ng MILF yang GPH Agents sa Camp nila pag sumunod po sa tamang procedure. Risk-free po pag sumunod lang sa procedure.

We want Independent Mindanao. A Mindanao National Government (MNG) with 20 Million Population will have a better chance of success compared to a Philippine National Government (PNG) that manages 100 Million Population. PNG resources is very scarce, and Mindanao being the host of the people regarded by Philippine society as 2nd class citizens, will always be at the bottom of the foodchain. We will achieve an Independent Mindanao in a peaceful manner, I hope you won't mind us abandoning the rotten system of the Philippine Society.

My message to the MILF is simple, "If the Philippine Government will unilaterally scrap the ceasefire and declare all-out-war against you on their one-sided reason that the Filipino people and media brand you as terrorists, then it is better that you move your entire 30,000 Mujahideens silently to Metro Manila and do the all-out-war in the urban, in this way no civilian communities will be affected in Mindanao. You will still be branded as terrorists whether the war is in Manila or in Mindanao. If the people of imperial manila enjoys instigating the Philippine Government to declares war, let their communities enjoy the experience of it, bring the war to them, keep our homeland Mindanao away from the war."

The Proper Way of Peace Process Activities

ETO ANG TAMANG PROSESO! Kapag merong Peace Process Activity (PPA) ang GPH like Peace Talk or Negotiation, pa-sulatin nyo muna si GPH ng FORMAL INVITATION naka-address sa MNLF. I-forward ang letter ng GPH sa akin, kasama ng listahan ng name and address ng lahat na MNLF Leaders, Commanders, and Negotiators na gusto mag-attend. Then I will consolidate a QUOTATION OF EXPENSES to cover the travel, accommodation, and allowance ng mga mag-attend. I will send the INVOICE BILL to the GPH. Walang mag-aatend pag hindi nag-bayad in advance ang GPH. Ipunin natin yang lahat na INVOICE BILL na yan na hindi pinopondohan ng GPH para meron tayong EVIDENCE na i-present sa BUONG MUNDO na yang GPH na yan ay WALANG PEACE PROCESS FUND.

The following must be funded sa lahat na participants:

1. Transportation from Home to Airport (Actual Rate), Airport to Hotel, Hotel to PPA Venue, PPA Venue to Hotel, Hotel to Airport, Airport to Home.
2. Plane Fare and Terminal Fees (Actual Rate)
3. Hotel Accommodation (P1,000 per night)
4. Food (P150 per meal from home departure to home arrival)

Gagawa tayo ng FORM na kompletohin ng mag-aattend para yun ang basis ng magkano ang isisingil natin sa GPH.

Lahat na Leaders, Commanders, Negotiators, Advocacy Communicators na gusto mag-attend, lahat dapat maka-alam ng schedule of event para maka-signify yung gusto mag-attend.

Kung gusto ng Filipino People ng PEACE PROCESS ACTIVITIES, dapat pondohan nila. They should put their money where their mouth is. Let's put the taxes to proper work here.

Walang Centralized Committee na makakapag-pigil, mag-discriminate, or mag-filter ng mga gusto mag-attend. Lahat na gusto maki-alam, pwede mag-attend.

Lahat na PPA, dapat six months ahead merong nang schedule and venue na i-publish ng GPH na ipadala sa MNLF ang invitation. SIX MONTHS AHEAD. Ayoko yang nangyayari ngayon na parang KABIT lang ang MNLF na kung kailan gusto ura mismo papupuntahin at sisipingin ng GPH eh pupunta naman ang MNLF -- ang nangyayari ngayon ay KAWALAN YAN RESPETO ng GPH sa MNLF -- dapat baguhin yan.

Hindi rin maganda yang ipinapakita ng MNLF na mga GATE-CRASHER sa mga PPA. Pag gusto mag-attend, dapat mag-signify in advance para hindi kulangin ang mga seats, snacks, and food that will be prepared ny the GPH sa event.

MNLF Must Stop Attending Peace Process Activities

I was wrong in my impression that the Office of Presidential Adviser on Peace Process (OPAPP) is administering the fund for the Peace Process Activities (PPA) such as Peace Talks. I was informed recently that the participant peace-keepers of the MNLF (Negotiators, Advocates, Leaders, and Commanders) are using their PERSONAL MONEY to attend Peace Process Activities with the GPH. The OPAPP has P250Million Fund each year from the taxes of our people, but instead on spending it to sustain the participants of the PPA, they are using the fund to DSWD/NHA-like give-away operation to the Barangays which they call PAMANA Project. I will advice the MNLF to stop attending PPA until the GPH allocates a fund to sustain the peace-keepers of the MNLF.

Dito sa PAMANA napupunta ang huge chunk ng OPAPP annual budget na P250M, eto ay mga subsidized Affordable Housing Project na dapat trabaho eto ng National Housing Authority. Kaya napabayaan ng GPH ang PPA dahil sa mga project na eto na hindi naka-align sa PPA. Suma-total, walang budget for PPA, naalala nyo yung MNLF-GPH Peace Talk sa Tagaytay, kapranggot na pansit lang na walang sahog pina-kain sa inyo for lunch ng OPAPP, wala pang subsidy ng transpo and accommodation ang mga MNLF Leaders from Mindanao na dumalo. Ang MNLF ay hindi dapat gumamit ng personal money para mag-attend ng PPA, pobre na nga tayo eh we are subsidizing pa GPH obligations to implement PPA.

Ang Peace Process, initiative yan ng GPH, programa yan ng GPH na pinagmamayabang nila ang accomplishment sa buong mundo, si GPH may gusto nyan, si GPH dapat popondo nyan sa lahat na mga leaders ng MNLF na may karapatan maki-alam at mag attend ng mga PPA. Noong 1994, kasama sa Ceasefire Agreement na hindi na kailangan mangolekta ng donation ang MNLF sa grounds, iyan ay dahil PEOPLES TAXES na ang bahala sa mga gastusin sa entire PPA. Ang nangyari, na BUKULAN ang MNLF, sinolo ni GPH ang pondo para sa PPA, or ginagastos para sa ibang bagay na walang kinalaman sa PPA. Hehehe 35 years na NAPAKALAKING ANOMALY, kaya pala hindi tinatapos ni GPH ang Peace Talk kasi may na-gagatas sila habang tumatagal.

With this anomaly, I will discourage the MNLF to attend all of these PPA activities:

(1) Collection of sentiments from members that is related to Peace Process,
(2) Internal organizational status update briefings about the progress of Peace Process,
(3) Internal deliberations and consensus conferences on Peace Process issues that need to be resolved,
(4) Communication and advocacy gatherings that will promote confidence-building in the Peace Process,
(5) Public expositions and consultations that will encorage democratic participation in Peace Process, and
(6) Dialogues in the formal negotiating table that will put flesh on the legal framework of Peace Process.


The MNLF should stop wasting their PERSONAL MONEY in attending PPA organized by the GPH or whatever mediator organization who have good diplomatic relations with the GPH, whether that be a formal negotiation, public consultation, or even a round-table discussion. The GPH is using those activities as a reason to get funds from the people's taxes, but they are not spending the taxes for such purpose, and instead, they use the funds to finance private businesses of their friends who are not in any way connected with the PPA. We are talking about P255Million OPAPP fund here from taxpayers that are not spend for the PPA.

We shall not allow ourselves to be USED. We will not tolerate systematic CORRUPTION. I will advise the MNLF to spend their resources, instead of paying for airfares to attend PPA, it is best that they rather spend it for food on the table of their own family, and in sharing a little for our brothers and sisters who need charity.

P-Noy's Rate in Democracy

QUESTION: Sir John, I am a mediaman who covers Malacanang. If ten is highest, how do you rate P-Noy in terms of his adherence to democracy? ANSWER: His administration made a STATEMENT that they have no "political" prisoner, that is good. His administration has made an ACTION to give amnesty to those who were politically persecuted during the Arroyo Strong Republic, that is better. I look forward for his administration to finally put an end to political persecution in the future by ABOLISHING the 1930 Sedition Law. For now I give him a rate of 7.

The Philippines' sedition law was originally drafted in 1930. Former President Marcos amended it many times by executive orders. In 1987, it was restored to its original form. In the Revised Penal Code, the Sedition Law defines sedition:

Art. 139. Sedition; How committed. - The crime of sedition is committed by persons who rise publicly and tumultuously in order to attain by force, intimidation, or by other means outside of legal methods, any of the following objects:

1. To prevent the promulgation or execution of any law or the holding of any popular election;
2. To prevent the National Government, or any provincial or municipal government or any public officer thereof from freely exercising its or his functions, or prevent the execution of any administrative order;
3. To inflict any act of hate or revenge upon the person or property of any public officer or employee;
4. To commit, for any political or social end, any act of hate or revenge against private persons or any social class; and
5. To despoil, for any political or social end, any person, municipality or province, or the National Government (or the Government of the United States), of all its property or any part thereof.

"Inciting sedition" is defined as follows:

Art. 142. Inciting to sedition. - The penalty of prision correccional in its maximum period and a fine not exceeding 2,000 pesos shall be imposed upon any person who, without taking any direct part in the crime of sedition, should incite others to the accomplishment of any of the acts which constitute sedition, by means of speeches, proclamations, writings, emblems, cartoons, banners, or other representations tending to the same end, or upon any person or persons who shall utter seditious words or speeches, write, publish, or circulate scurrilous libels against the Government (of the United States or the Government of the Commonwealth) of the Philippines, or any of the duly constituted authorities thereof, or which tend to disturb or obstruct any lawful officer in executing the functions of his office, or which tend to instigate others to cabal and meet together for unlawful purposes, or which suggest or incite rebellious conspiracies or riots, or which lead or tend to stir up the people against the lawful authorities or to disturb the peace of the community, the safety and order of the Government, or who shall knowingly conceal such evil practices.

Not Solutions, but Survival Kit

Noon, sabi ko, yang ugali ng mga nag momotor sa Pilipinas, hindi yan safe. So, minomonitor ko ang mga aksidente na na pa-publish sa dyaryo. Tinigil ko na pag monitor kasi araw-araw merong patay sa motor, katulad din na araw-araw may resulta ang Jueteng. The laws in the Philippines is not the picture of what the country is, it is to totally different, it is a country of unlawful people.

The stories you see in newspapers is just a very insignificant fraction of the corruption of the entire nation. Sa ganitong degree of unlawfulness ng buong bansa, hindi na SOLUTIONS ang dapat na hanapin, dapat SURVIVAL KIT na lang. Mga palusot na dapat malaman para mag survive. Mga swabe na techniques kung papano magpadulas ng papeles.

Demon Parents Outside the House

QUESTION: Senador John, ano ang proposal mo sa mga bata na nakakagawa ng crimen? ANSWER: Ang mga bata ay parang alagang aso ang mga yan. Pag maka-kagat yan, ang taong merong custodial right sa bata ang dapat managot sa pagiging irresponsable sa pag-babantay ng kanilang alaga. Pag medyo mahirap na controlin ang bata, dapat merong mechanism na ang parent ay pwedeng pumirma ng waiver sa DSWD na ipinapasa na nya sa DSWD ang disposition ng case ng bata in the event na maka-gawa ng crimen.

RESPONSE: Mga Gang mga yan. Merong mga matatandang member ng gang ang mga yan na nagsisilbing demon parent nila sa labas ng bahay. Yung mga gang leaders ang dapat managot. Gagawa rin ako ng batas na ipagbabawal ang pag buo ng mga informal fraternities, sororities, and organizations that involved minor children in their membership.

Rapid Evacuation Drill for OFWs

May pa Seminar pa ang OWWA bago maka alis ang mga OFW, may bayad. Isali ninyo dyan sa Seminar ang evacuation plan. Dapat din bawat consulate natin sa ibang bansa merong activity na Rapid Evacuation Drill para sa mga kababayan natin kahit once a year lang na drill. Mag laan din ng Emergency Fund palagi ang PH Govt to be always ready to execute Rapid Evacuation. I don't like it when the people panic for evacuation when the real war and catastrophic event is already imminent.

Mindanao Independence Movement


When I was a growing-up kid in Cagayan de Oro between 1980-1991, I remember there was an organization called Mindanao Independence Movement (MIM) and its leader was a certain Reuben R. Canoy. If my recollections are correct, I have heard people saying that he was a Christian and tribal leader and a native of Cagayan de Oro. As a child, I have known MIM as a non-combat advocacy ally of the MNLF. As a child, I have also overheard from ordinary talks in our neighborhood that Reuben Canoy attempted to manufacture and circulate a new monetary currency of Mindanao and the government launched a systematic message to the people saying that he is "a mental case".

Not much was written in history about the MIM. But there is a hint that MIM could possibly be the "secret" umbrella organization of all independent movements in Mindanao. Dr. Samuel Tan, said in his article titled Understanding the Mindanao Conflict, that "... in the late 1970s the Independence aspiration of Mindanao was again revived by the Mindanao Independence Movement of Datu Udtog Matalam of Pagalungan Cotabato, Reuben Canoy of Cagayan de Oro, and Nur Misuari of the Moro National Liberation Front."

I would like to pay tribute to Reuben R. Canoy, a lawyer, broadcaster, author of the book "The Counterfeit Revolution: Martial Law in the Philippines", Mayor of Cagayan de Oro from 1972-1976, Opposition Senatorial Candidate in 2001 under LDP and coalition Pwersa ng Masa (rank 27 in the outcome with 3,542,460 votes).

In honor to the Mindanao Independence Movement (MIM), I will start reviving it with a logo.

Not so Comfortable with Govt Broadband Project

QUESTION: Sir John, do you support Government Broadband Project?

ANSWER: The production and distribution of broadband and internet services are better left to the private sector. The private sector was able to internetize the residentials and commercials without much ado, bundled pa ang telephone and internet sa P700 lang, and this should serve as benchmark investment cost for Government if ever it will venture in operatingits own broadband. Nevertheless, in my opinion, it is a bad idea if the Govt invests in a one shot long-term telecommunication infrastructure because technology in that particular field is fast changing. If government enters into that, dapat committed din siya sa long-term maintenance and upgrade nyan.

Ang masakit dyan sa Broadband Project ng Gobyerno, baka yung mga pinag-lumaan and surplus na telecommunication system ng ibang bansa, eh yun ang itatambak sa atin. Kung hindi kukurakutin, magagamit natin, pero hindi tatagal ng 3 years kasi magiging obsolete agad yan compared sa system na binibenta ng private sector.

President Fidel V. Ramos was the President during my entire college in the University of the Philippines and he influenced much of my intellectual formation. In terms of technology, I learned from Ramos that we must always keep up with the trends of globalization so we can compete. However, the most relevant legacies that I learned from him is the principle that government should focus on providing public goods and services, and leave all else to the private sector. Therefore, I can say that I am not so comfortable with the implementation Philippine Government Broadband Project.

US Discrimination on Filipino Citizens


I came accross this news about 100 women rescued from Angeles City night clubs at http://newsinfo.inquirer.net/19358/100-women-rescued-from-angeles-city-night-clubs

These ladies come from all over the place and merge in Angeles and Subic, all with a single objective of exploring the possibility of finding an American on retirement and disability benefits who will possibly marry them and bring them to States, or simply getting impregnated to get hefty child-support benefits from US Social Security or US Veterans Affairs. These Filipinas just didn't know that they could possibly not get US Benefits because they are Filipino Citizens.

My source to comment? Ahhhh I worked for US Social Security for 7 years as Claim Examiner. Everyday I deal with minor child claim and young mother claim and my patriotic heart bleeds everytime I recommend no payment as effect of the US Social Security Alien Nonpayment Provision (ANPP) of 1985. US Policy on benefits is DISCRIMINATING FILIPINO CITIZENSHIP. Denial of Marcos Burial in Libingan ng mga Bayani


QUESTION: Sir John, pag si PNoy ba mamatay, pwede ba siya ilibing sa Libingan ng mga Bayani?

ANSWER: Hindi pwede. Si Cory nga hindi pwede eh. Only heroes of Philippines War can be burried in Libingan ng mga Bayani. The Armed Forces of the Philippines is the institution mandated to determine who gets burried in LNMB. The determination is professional and not subject to public opinion.

In the case of Ferdinand Marcos being subjected to political opinion and being brefused burial in LNMB, that is obviously political persecution and barbarism. This is my promise, as a politician, when my time comes, I will correct the mockery of history and personally watch over the transfer of F Marcos to LNMB.

On his grave in the LNMB, I will surely have it written on the huge brass marker the story about "over 25 years of persecution of the Aquino Family against this particular war hero whose right of proper burial in LNMB is unfairly subjected to public opinion. The future generation will learn from history. The future shall never forget that during the Aquino regime, poverty grew in unmanageable proportions and politicians mocked over the war heroes of this nation."

The burial of late Pres F. Marcos in Libingan ng mga Bayani must be highly supported. He may not be a political hero, but he is a war hero. Filipinos Eat Double-Dead Meat

Ang mga Pilipino, sobrang empoverished na talaga. Even if it is BOTCHA, as long as it's protein, they will sell and eat it. BOTCHA is a double dead chicken, pork, cow, or fish. Double dead means it is found dead because of environmental poisoning of animal disease, yet it is still sold/fed to the human population in the Philippines. Government is inutile.

May isang maliit na palenke ako napuntahan, nag side-trip lang ako dahil nagpagawa ako ng kotse sa tabi. Pag pasok ko sa palengke, tumumbad sa akin palenkera hinihinkayat ako, sabi niya eh "Ser, Botcha pang Pulutan"! Grabe. Atsaka ginagawa na raw yang first class CHICHARON (yung merong konting meat), so hindi mo na talaga makilala na botcha pag chicharon na!

Pag isda naman, Fish Fillet na yan, naka vaccum pack, merong bawang at suka, bangus belly. Hindi mo na makilala na botcha.

Ang gobyerno, higop lang ng higop ng licensing fee pero hindi nag-iinspect ng food processing plants pag walang complaint. GRABE etong government failure na eto!

Remember the PIYU in Cagayan de Oro

When I was a kid in CDO from 1979 to 1991, I used to see those fuel-efficient 800cc minicars as taxi which we popularly call PIYU (many locals don't know that PU is an abbbreviation for Public Utility). Given the chance to become an industrialist, I would like to establish minicar assembly plant in CDO and revive them as the ruling taxis in the streets.

I want to produce clustered components that can be assembled by a 5th grader. Once the children gain the confidence of assembling a car, they will begin to start thinking big to find innovative ways to improve it.

I want the entire Bangsamoro Land to manufacture or assemble its own fuel-efficient cars, motorcycles, trams, bicycles, and speedboats.

QUESTION: Papa John, unsa imo opinion on special treatment ng mayayamang prisoners? ANSWER: They must be provided with basic humane life support services while INSIDE the prison compound. If the prisoner (rich or poor) complains about the unreliable health services inside the prison compound, then the government must improve it. Jails are also subject to humane standards. But the Philippine case is the worse I can imagine. There was even an incident that the government massacred muslim detainees inside the jail. Remember Abu Sayaff Commander Robot and company? I am not okay with special treatment, but I am extremely not okay with human rights violation inside the prison cells.

The Inefficiancy of war. The only thing war achieves is respect, and respect can be asked/given without a price. I think respect is not earned. Each person has a right to be respected. But why can't people respect? The secret of peace comes from within us. There is no need to suffer the agony of war because the price of peace is as cheap as apology and forgiveness.

Citizen Afraid to Complain Against Philippine Government

Question: Sir John, natatakot po ako bumatikos at mag-reklamo sa mga katiwalian ng na na-witness ko ginawa ng gobyerno dahil baka po ipitin ang papeles namin katulad ng drivers license application, professional license application, and passport at kasohan po ako. Pwede ba anonymous na lang?


ANSWER: Hindi pwede anonymous, walang bisa ang anonymous complaint. Huwag ka matakot mag express ng opinion mo on public officials or public policy, citizen ka eh, protected ka ng Civil Service Commission and Ombudsman against possible retaliation. Pag Public Policy related ang issue, may karapatan ka magsalita, mag-publish ng blog sa internet. Halimbawa, pag ikaw ay nag-apply ng drivers license, then ikaw ay may napansin na irregularity, then ikaw ay nag-reclamo sa dissatisfied customer, hindi nila pwede i-hold ang application mo for driver license dahil nag-complain ka. Pag hinold nila, RED TAPE yan, and ang motive na pwedeng gamitin ng Ombudsman to establish red-tape ay "Retaliation".

When government prohibits, the transaction costs in doing such business increases, as a result, prices of the prohibitted product skyrocket which creates big profits in its production and sales. The alternative solution is managing the demand side instead of the supply side. This hypothesis is applicable to all kinds of undesirable products and services.

This is what my thesis in college was saying. The title of my college thesis in 1997 was "The Market Structure of a Prohibitted Drug in the Philippines- the Case of Methamphetamine Hydrochloride" for BS Economics at the University of the Philippines at Los Banos.

When I wrote it, some 14 years back then, they said it was the most wierd theory they have ever heard. But look now. I didn't expect the ideology would tremendously grow GLOBALLY.

Prohibition of disagreeing speeches would lead to insurgency. Prohibiting right to life would lead to terrorism. Prohibiting hope in betting would lead to illegal gambling. Any kind of prohibition would cultivate a CULTURE OF CORRUPTION.

If you notice, the countries with too much prohibitive laws become the top corrupt countries in the rank. This explains the Culture of Corruption in the Philippines. Did you know that UK is a very old civilization, yet the number of their laws is only 10% the volume of laws compared to Philippines.

So if I become Senator, I would probably be different that the other Senators. While the others make new laws, I will spend more time revisiting the previously approved laws and I will check out if it is implemented or not. If the law is not implemented, then CORRUPTION EXISTS.

Second Wave War in Bangsamoro Land in Inevitable

The 1976 MNLF-GRPH Tripoli Agreement was made possible because the GRPH SHOWED RESPECT to the MNLF after seeing 200,000 combatants from both sides died from 1970-1976. But until now the GRPH did not deliver its commitments, the Bangsamoro People are still oppressed and disadvantaged, and this considered by many as a clear SHOW OF DISRESPECT and TREACHERY by GRPH.

Pag pasok ng bagong generation ng MNLF, I am sure maging HOT ang situation dahil impatient ang mga bata. QUESTION: Sir John, do you think the MNLF persistence on its fight for independence will spark a war again between MNLF and Philippine Government? ANSWER: In the past, yes. But nowadays, sa tingin ko hindi mag spark ng war, we are already in a generation that accepts DUAL CITIZENSHIP. MNLF plan for Bangsamoro Land Independence is Open Society type, dual citizenship okay, and no border restriction. It is not the idea of independence that will cause the war, but the struggle against oppression and poverty. In fact, onset of war can be stopped if the government will tolerate and participate with the MNLF in exploring the idea of Bangsamoro Land Independence.

We can create more jobs by creating more businesses

On Child Soldiers and Bullet Expenses in War

Bear in mind that your enemy technically suspended your rights during armed conflicts. You can't shield yourself with a human rights claim when your enemy comes to your place to kill you and your children. That's how legally and morally violative armed conflict is.

During armed conflict, women and children have rights to bear arms to defend the community and fight the invaders. Those who are willing to fight must be armed by any means. There is no age, gender, or religious limitation to an individual person's right to protect own life.

Waging a war is not only about firearms, but more about ammunitions. I have heard that "For each insurgent killed in Iraq and Afghanistan, 250,000 shots are fired that hit absolutely nothing." That is around 3,000 kilogram of ammo for 1 kill. The more ammo you have to waste for suppressive fire, the more capable you are to gain more square meters of grounds.

ANSWER: Suppressive fire is when you switch your firearm to fully automatic mode and fire a series of multiple rounds ammunitions in 30 seconds without actually shooting people with it, just to make the enemy duck their heads for cover while your soldiers maneuver into next strategic positions in the battle ground.

In battle you only carry around 300 ammunitions. Automatic firearms can fire around 700-1000 bullets per minute. Your 30-rounds magazine is over in 4 seconds with automatic fire. So if you only have 300 and you fire it like rambo, you no longer have bullets after 5 minutes gunfight and you are left with your dagger. So practically you seldom use automatic mode, especially in combat that lasts for days.

The beneficiaries are too many, the amount given for each is too small to start-up a small business that can create and sustain new jobs. Bene receives a P1,000 pesos, she buys grocery, then wala na, maghihintay uli next month. Off-election popularity buying lang yan a version of vote buying. Jokingly, CCTP is just a Campaign Communication Target Project. Pag maging beneficiary ka nyan, nasa database ka na ng pwede padalhan ng campaign messages in the next election.

Partnership and Progressive Peace Talks

Natatawa ako sa gobyerno na eto. Gumagawa ng public consultation for compliance purposes lang, hindi naman kino-consider ang suggestions ng mamamayan, mga technocrats pa rin ng imperial manila ang masusunod. Ang pinaka bastos, ay ang Professional Regulation Commission, nag-conduct ng public consultation, 5 times sinabi sa mga tao: "we welcome your unsolicited advice".

Etong si PNoy, nag open ng Facebook Page niya at inannounce pa niya na gagawn niya etong mechanism para marinig ang mga hinaing nga mga Pilipino. Naging excited ang Pilipino sa napakagandang venue for feedback mechanism. Pero nang sinubukan natin kung RESPONSIVE ba ang venue na eto, nakita natin na HINDI. Samakatuwid, ventilation mechanism lang pala ang purpose ng page para ma reduce ang pressure ng protests.

1976 pa ang Tripoli Agreement ng MNLF and Philippine Government. Hanggang ngayon, walang nangyayaring mabuti sa Mindanao habang eto ay nasa ilalim ng pamamahala ng Pilipinas. After pinahirapan ng 35 years, ngayon i-depopulate na ang Mindanao ng RH Bill. Kung walang honor at hindi sumusunod sa agreements ang Philippine Government, bakit pa ipapatuloy ang talks?

Dapat ang ginawa ng MNLF Negotiators, ginawa nilang phase by phase ang implemetation and every six months ang period. Wala dapat talks pag meron pang pending workload ang implementation ng previous agreements. Dapat automatic suspend ang peace agreement pag hindi satisfactory ang implementation for the past six months. Imagine, 35 years walang nangyayaring implementation!

Despite the MNLF-GRPH Final Peace Agreement, the very reason why the GRPH can never implement a development plan smoothly in Mindanao is because it continued suppressing the MNLF instead of treating it a PARTNER of development -- 35 years walang nangyayaring maganda sa Mindanao dahil sa GRPH monopoly.

On Osama Bin Laden

They said Osama Bin Laden is the source of the Al Queda ideology that is now terrorizing the whole world. My questions are: where did Osama Bin Laden learned his ideology? Who are the people he worked with before he established Al Queda? Who makes money selling arms to governments wherever there is terrorism? Who makes terrorism as an excuse to invade other countries?

How could Osama Bin Laden have participated effectively in the planning of a well-coordinated terror attack if he doesn't have a phone, internet, and have no sufficient direct contact time with the terrorist cells?

Perhaps Osama Bin Laden is a mere ideology, not an operative, not a direct participant of the crimes of terror. When people began to follow his ideology, people begin forming small cells of terrorists and began planning independent attacks.

I have a hunch that Osama Bin Laden was a puppeteered machinery of the global invaders, created for the sole purpose of smearing dirt on the face of the genuine freedom fighters worldwide. Just like any other collaborators, he died in the hands of his closest allies. Osama has always been on the wrong side from start to finish. He served his purpose until he died.

For me, the highest level of heroism is fighting against injustice, oppression, and poverty without using any deadly weapon.

On the other hand, I believe that the act of assasination, ambuscades, bombing buildings, arson, kidnapping, hostaging, torturous interrogations, unwarranted searches, and killing unarmed people are acts of terrorism and never acts of heroism, whether it is done by governments or anti-governments.

When a person is paid professional fees or salaries to assasinate and kill/oppress unarmed civillians, then he is a mercenary terrorist, regardless of whoever pays him, regardless of whatever his patriotic or heroic cause is. Many terrorists are made through torture and physical maltreatment in their official initiation trainings, they were professionally trained to become tolerant to the sight of human suffering and to follow terroristic orders without question.

Osama Bin Laden, the claimant mastermind of the 9/11 world trade center tragedy, was assassinated by the Americans in Pakistan on May 1, 2011. His body was thrown to the sea.

I remember Abu Sabaya, the leader of Abu Sayyaf Group who succeeded its founder Khadafi Janjalani. Abu Sabaya's was reported dead when his body was never found at sea after a hot pursuit with the Philippine soldiers.

Indeed, the death of Osama Bin Laden is a great satisfaction for USA's 10-year hunger for retribution. But they should also be grateful to him for justifying military spending, which is basically the primary lifeline of the American economy. For us, the rest of the world, well, we hope the US does not have anymore Osama Bin Ladens among its military assets. He had been more globally disastrous than a nuclear leak.

Blog on: 'Follow the Islamic way to save the world' - Prince Charles urges environmentalists

Today, I was reading this article at Mail Online at URL http://www.dailymail.co.uk/news/article-1285332/Follow-Islamic-way-save-world-Charles-urges-environmentalists.html and I looked back to compare it with the Mindanao case.

Did you know that the root cause Ampatuan Massacre was all about environmental protectionism? In fact, the entire war being fought by the MNLF in Mindanao is largely rooted on the cause of the protecting the environment from land grabbing, illegal logging, inappropriate mining, and unsustainable commercialized fishing.

It seems Mindanao is underdeveloped compared to Visayas and Luzon as of the present, but Mindanao can last longer through the trying times of global warming because our Muslim warriors have protected the environment with their lives, which is a great sacrifice of the present generation for the future generation.

Just don't forget that ARMM is a product of the MNLF-GRP Peace Pact of 1976. From 1976-present, the GRP took the obligation of managing ARMM -- pangit ang kinalabasan. Nagpalusot ang GRP, sabi niya may problema daw sa election system dahil corrupted daw. So sabi ng MNLF, "sige ayusin nyo at wala muna election, mag appoint muna kayo para ayusin ninyo, you may use civil society organizations and your LGUs for advocacy support". Mahaba ang pasensya ng MNLF. Kung hindi naman kaya ng GRP na i-manage ang ARMM, sana mag-kusa na siyang mag-bitaw sa ARMM to pave the way for Genuine Autonomy that can only be operated by MNLF.

China's Position on Establishing a New International Political and Economic Order


I like it when China says it believes in (1) Mutual respect of sovereignty, (2) peaceful negotiation of disputes, (3) egalitarianism, (4) respect for cultural diversity, (5) mutual economic cooperation. I am referring to this nice article titled China's Position on Establishing a New International Political and Economic Order from the website of the Chinese Embassy in Manila.

I like it because it is so opposite of the actual foreign policy of the U.S. that I notice such as: (1) American citizenship superiority complex, (2) Useof war machinery to press their interest into other nations, (3) Americanization of all cultures worldwide, and (4) Economic empirialism.

I favor National ID System

National ID System is good for the general population. If you stop the National ID system, you are one with the TraPolitiClans because in that National ID issue, there is only one group that is against it, the group that is composed of TraPolitiClans who cuddle wanted criminals and make them their private armies.

National ID System is the fundamental backbone of the government's information system. In the US, they have US Social Security Number as the backbone since the 1930s, and almost all developed countries have similar system. SS# is assigned at the moment the American child is born. In the Philippines we are still catching up, we are 80 years behind in terms of government information technology development.

Because Philippine has no IT backbone, there is a very high fraud incidence in our country. Without National ID, people can easily acquire multiple fraudulent identities, swindling incidents is high, tax evasion is high, security and credit risks is high, and government transaction is repetitively paperish. Absense of National ID System is the very reason why Philippines is already considered as the most corrupt nation in Asia.

Oppression Causes Insurgency

QUESTION: Sir John, what is the root cause of insurgency? Why is it persistent in Philippines?

ANSWER: They persist because the oppressed people in the rural areas choose to fight back against the private/government armies of the politicians and their cronies who do land grabbing, mining, and logging. They have to protect their lives, land, and environment. Insurgency stops at the moment the oppression stops.

ANSWER: The people should be politically tolerant to non-violent diversity of ideology. Any kind of ideology, once you suppress its power to influence democratic decisions, it results to a longterm protracted armed conflict. So, it is a bad idea to suppress an ideology.

QUESTION: Sir John, what is the difference betwen government and global governance?

ANSWER: Government refers ot public institutions and state-centered systems created by the laws of the nation state. Global governance is the collective actions of government, non-government, trans-government, and even anti-government groups and network of individuals seeking to influence and shape public policy. Insurgents are part of the influential factors in governance and they must not be suppressed.

QUESTION: Sir john, why are you tolerant to the communist? ANSWER: Peace through Political Tolerance and Religious Tolerance are two of my advocacies that I give utmost importance. This advocacy is the very reason why I perfectly fit in the Egalitarian ideology of the MNLF. In MNLF, it takes years and decades before you rise up the ladder of leadership; but in my case because of my naturally perfect alignment of ideology prior to my entry in the MNLF, I was immediately given a high rank entry level.

Mandatory Anti-Corruption Seminar

QUESTION: Sir John, ano ang determinant mo na ang isang government manager or politician ay hindi corrupt?

ANSWER: That is a boring and simple question. The answer is, if he PERSONALLY conducts a lecture on his staff/team about the different kinds of corrupt/irregular practices and gives them a clear instruction on how to report it to proper authorities in case they encounter one.

Do you know someone who meets my criteria/determinant? Wala. That explains how and why corruption persists to become part of the Filipino culture. Hintayin mo (suntok sa buwan sa 2016) pag ako na maging Senador, gagawin kong batas yan na magkakaroon ng MANDATORY Anti-Corruption Video Seminar once every six months ang lahat na government officers, employees, consultant, and contractors.

QUESTION: Sir John, why is Philippines unsafe? ANSWER: Philippines is a dangerous place. Licensing is corrupted. As a result, drivers are not disciplined. Skepticism grows against real estate agents because of a prevailing nationwide customer dissatisfaction mistrust. The streets is not safe because you don't know who among those people who carry firearm in their cars are psychologically unfit.

In globalization, a country can compete if it can earn much from something it sells outside, whether product or service. The only exportable thing from Philippines is labor and it is based on population size.

The postponement/appointment is a suggestion that originated from us the MNLF.
