Philippines Constitution has no Right to Bear Arms for Citizens

2. Banning a constitutionally protected thing because some people will misuse it is wrong, ineffective, and unconstitutional. We don’t ban free speech because some people will say untrue and harmful things. We don’t ban religious freedom because some people will have suicide cults. We don’t ban the right to be represented by a lawyer because some criminals will use a good lawyer to get away with murder. Furthermore, having gun rights helps protect our other civil rights. JOHN REMOLLO PETALCORIN: In the Philippines, the right to protect oneself exists, but as all rights have limitation, our forefathers have determined a constitution that does not give a right to bear arms to it's citizen. Fiream ownership and carrying is only a privileges and the seeker must submit certain requirements to apply for a permit. I hope it is clear for the outside world that in the philippines, gun bearing is only a privilege, it is not a right. Should we think about making gun bearing a right, please give our democracy an independent mind to discuss and decide for our own interest. But if you will ask my personal opinion, I think it is best that gun bearing should remain only a tight privilege because an overwhelming majority of our population are gunless and they also have rights to protect themselves. As for national security purposes, we do allow our people to register their firearm for their protection within the confines of their residence/office. Please respect the sovereign will of our democracy in the Philippines.
