PROCLAMATION NO. 84
DECLARING THE REGULAR HOLIDAYS, SPECIAL (NON-WORKING) DAYS, AND SPECIAL HOLIDAY (FOR ALL SCHOOLS) FOR THE YEAR 2011
WHEREAS, Republic Act (RA) No. 9492, dated July 24, 2007, amended Section 26, Chapter 7, Book I of Executive Order (EO) No. 292, also known as the Administrative Code of 1987, by declaring certain days (specific or movable) as special or regular holidays;
WHEREAS, RA No. 9492 provides that holidays, except those which are religious in nature, are moved to the nearest Monday unless otherwise modified by law, order or proclamation;
WHEREAS, RA No. 9849 provides that the Eidul Adha shall be celebrated as a national holiday;
WHEREAS, the EDSA People Power Revolution, which restored and ushered political, social and economic reforms in the country, serves as an inspiration to Filipinos everywhere as a nation and as a people;
NOW, THEREFORE, I, BENIGNO S. AQUINO III, by virtue of the powers vested in me by the Constitution as President of the Philippines, do hereby declare:
SECTION 1. The following regular holidays and special days for the year 2011 shall be observed in the country:
A. Regular Holidays
New Year’s Day – January 1 (Saturday)
Araw ng Kagitingan – April 9 (Saturday)
Maundy Thursday – April 21
Good Friday – April 22
Labor Day – May 1 (Sunday)
Independence Day – June 12 (Sunday)
National Heroes Day – August 29 (Last Monday of August)
Bonifacio Day – November 30 (Wednesday)
Christmas Day – December 25 (Sunday)
Rizal Day – December 30 (Friday)
B. Special (Non-Working) Days
Ninoy Aquino Day – August 21 (Sunday)
All Saints Day – November 1 (Tuesday)
Last Day of the Year – December 31 (Saturday)
C. Special Holiday (for all schools)
EDSA Revolution Anniversary – February 25 (Friday)
SECTION 2. The proclamations declaring national holidays for the observance of Eid’l Fitr and Eidul Adha shall hereafter be issued after the approximate dates of the Islamic holidays have been determined in accordance with the Islamic calendar (Hijra) or the lunar calendar, or upon Islamic astronomical calculations, whichever is possible or convenient. To this end, the National Commission on Muslim Filipinos (NCMF) shall inform the Office of the President on which day the holiday shall fall.
SECTION 3. The Department of Labor and Employment (DOLE) shall promulgate the implementing guidelines for this Proclamation.
SECTION 4. This Proclamation shall take effect immediately.
SECTION 5. This Proclamation shall be published in a newspaper of general circulation.

Noong panahon ng campaign, agresibo ang dilaw sa salita laban sa corruption. Pero pag-upo ng PNoy Administration, mabilis na linamon eto ng corruption. Jueteng nandyan pa rin. Traffic ng Metro Manila hindi na ma-manage. Poverty walang sustainable solution, puro patch up ng dole out money at hindi well-targeted sa rural poor where majority of the poor lives.
Evaluating decision-making pattern is an instantaneous evaluation. When you see right now that the person tolerates corruption, you don't wait for another 12 months to check again if he changed.
Maraming pwedeng i-dahilan and excuses ang justification. Sabi nga nila, kung gusto eh may paraan, pero kung ayaw eh may dahilan.
Tested na na obedient ang PNP kay PNoy pag decisive lang siya. Pag sabi ni PNoy na wala nang wangwang, kinabukasan wala nang wangwang.
Pag-dating sa Jueteng, tolerant si PNoy. Kasi sayang ang P5M a day payola din yan sa Malacanang. Corrupt yang Aquino Administration na yan. Sure na sure na ako.
Iba etong PNoy Administration. Hindi eto santo-santita na nasilaw sa pera. Eto ay talagang corrupt-minded people eto from the beginning na nag-struggle for power para sila naman ang mangurakot.
Hindi natin alam kung sinong kandidato ang honest sa pag-babago. Pero definitely etong naka-upo ay hindi honest. PNoy is a well media packaged canned good, pero ang laman pala ay puro bulate. Kawawa ang naka-bili, no return no exchange.

On the Merging of PNoy's two FB Accounts
Statement on the Official Facebook Fan Page of President Benigno S. Aquino III

On August 16, 2010, we opened the Official Website and Social Networking Sites of President Benigno S. Aquino III. We were aware of the Facebook Management policy that states: “Only the official representative of an organization, business, celebrity, or band may create a Facebook Page.” http://www.facebook.com/help/?page=904
Facebook Management implemented this policy early this week. That’s almost three months after we opened President Aquino’s Official Facebook Fan Page.
There is another policy of Facebook Management which states clearly, “If you would like to create a Facebook presence for a celebrity or organization, and you are not officially authorized to do so, please create a Facebook group instead, as this may be created and maintained by any user.”
It is clear from the foregoing policies that Facebook Management seeks to minimize confusion that may arise from the existence of more than one Official Facebook Fan Page for a public official -- in this case, for President Aquino.
In the light of these developments, we invite everyone to visit and participate in President Aquino’s Official Facebook Fan Page. We wish to emphasize that this is an inclusive page. We value the free expression of diverse opinions which, after all, is an essential element in a vibrant democracy like ours.

We recognize and honor the contribution of Ben Totanes, Betty Abrantes and all the volunteers who painstakingly established and grew the BSAIII Facebook Fan Page during the last campaign.
We will communicate with Facebook Management on how their concerns may be addressed appropriately.
We want to continue working with Ben, Betty and all the volunteers in pursuing our common objective to support President Aquino’s good governance and anti-corruption programs and to strengthen the feedback mechanism of the government.

MY COLLECTION OF COMMENTS ON THE MERGING
There is a Facebook rule that says an individual can only have ONE ACCOUNT. PNoy chooses to maintain this new account and requested Facebook for a special favor to migrate the members of the old account to the new account. Facebook did a "special process". So, be gratefull to Facebook and if you are a real Pro-PNoy then you have to be respectful of PNoys lead. (John Petalcorin)

Pero ngayong Presidente na siya, language decency na lang ang controlin, hindi pwedeng i-block ng Presidente ang constituents niya dahil suppression yan ng karapatan ng mamamayan na makapag-salita sa Pangulo. Nag join ka ba ng old PNoy page dati dahil sa creator na si Ben Totanes or dahil sa mga Admin na "kakilala" mo, at hindi ka pala nag-join dahil kay PNoy? Sorry kung na merge ka dito. I suggest mag-buo ka na lang ng fan page ni Ben or fanpage ng kung sino mang admin na sinundan mo.
All Facebook accounts that uses PNoy's name will be claimed as "owned" by PNoy and will be disposed of properly. A person cannot steal a thing that he himself own. PNoy did not steal. The old acct is owned by PNoy's.
The migration only intends to move into this new page those who "like" PNoy in the old page. You liked PNoy in the old page, but in your case now, you are now saying you don't like PNoy. The migration was difficult because it was hard to distinguish those who are like you. The decision taken was to migrate na lang lahat na "active" accounts at hindi na isama sa migration ang "inactive" accounts. Kung nagka-mali, at hindi mo pala "like" si PNoy, pwede mo naman click lang ang Unlike para mawala ka na ang page na eto. This is still PNoy's page. (John Petalcorin)

Masyadong fraudulently bloated ang numbers ng members ng old account -- this is the reason it reached 2M+. From old acct, less than 1M lang ang na merge dito kasi yung ibang members sa old page eh bogus multiple duplicate acct. In the old acct, maraming bogus na nag join sa old page to make it appear na marami ang members to create a band wagon. The migration was difficult because it was hard to distinguish the bogus. The decision taken was to migrate na lang lahat na "active" accounts at hindi na isama sa migration ang "inactive" accounts. Pag migrate, hindi na napa-sama ang mahigit kalahati sa lumang account.

The old page has to be shut down. The old page may be an asset of Noy during the campaign, but it becomes a liability when he becomes President. In the old page, there are traces that detractors are suppressed, which would smear a bad image to Noy when he become President. As President of the Republic, he wants to uphold democracy, he wants to listen to criticism. The old one-sided Praisebook account has to be defunct para walang trace ng bangayan.
Let's forget the wounds during the campaign and delete all traces of the painful political war. Let's move on.
Isang bansa na lang tayo. Isang Presidente. Demokrasya ang iiral. Pakikinggan lahat na boses -- masaya man yan o hinaing. Pwede papuri. Pwede batikos, basta huwag lang bastos.

Using the Facebook rule on infringement of intellectual property rights, Malacanang should be diligent in purging all counterfeit Facebook Pages of the President that uses his name and picture in mockery. There is no need to migrate the members, abrupt deletion/removal of the counterfeit page is recommended. A mockery to the President is a mockery to the Philippines. If the mockery is done by a Filipino, it is the worse form of unpatriotism and treachery to our motherland.

The old PNoy Page was already abandoned by PNoy as he created an official FB page as a President.
Despite the fact that PNoy no longer look at posts at the old FB Page, people still continue to send feedback to PNoy in the old page. PNoy has no official personnel in place to get the messages in its right form.
Any page that continues to exist without PNoy getting the posts address to him is not good for the President. If these unofficial PNoy pages continue to operate, the number of messages unheard by PNoy will just grow and it is not good for the President.

Before FB deletes a Page, FB sends message to the Page Creator about the plan and the reasons behind it. The creator of the old PNoy FB page admitted having received such message.
For the members of the page who demand an explanation why they did not receive an "abiso" before the page is deleted, please address this issue to the Page Creator.

On Filtering of Criticisms in PNoy Page
Hindi pwedeng one-sided ang mga commentators. Hindi pwedeng puro kamot na lang sa likod ni PNoy. Si PNoy lang ang sarili niya ang gagawa ng magandang pangalan niya by just doing his mandate na ipatupad ang mga batas at paandarin ng maayos ang mga departamento ng pamahalaan.
Kung bastos ang batikos, trabaho yan ng Admin ng page na eto na i-delete. Kung hindi bastos, maririnig yan dapat. Hindi pwedeng meron pang isang layer na mag-filter ng opinion. Kung i-filter nyo ang opinion ko at gamitin ako na pampa-pogi ni PNoy, bayad kayo P3Million a year.
Kaya nga, hayaan natin na maging independente ang mga comments para makita natin ang iba't ibang sides ng "perception". Ang gobyerno kasi, walang empleyado ng gobyerno na babatikusin ang gobyerno dahil magiging issue yan ng loyalty.
Walang ...miyembro ng administration na babatikos sa saliri nilang team dahil magiging issue yan nga loyalty. Dahil dito, kailangan ng mga tao sa labas na mambatikos para ma-linis ang gobyerno.

On Jueteng Scandal, my Advice to PNoy
I'll be out today to work on something, but I leave PNoy with three advice on the Jueteng Scandal before I go.
(1) KILL THE FIRE ASAP - don't allow the Bishop to talk to the media, you have to talk to Bishop personally, get the name of the high-rank official who received Jueteng Payola, and float/fire/ban immediately the said high-rank official from your administration;
(2) AVOID DEBATE ON LEGALIZATION - issue a gag order to the agencies of the executive branch on the debate about the legalization of Jueteng. If you can't resist the temptation to answer media question on the debate, tell them that you are leaving the debate to the Legislative Branch, as chief of the Executive Branch your mandate is to implement the existing law which says Jueteng is Illegal;
(3) TAP THE NATIONAL SECURITY COUNCIL - encourage and support the private-sector-led Anti-Jueteng Organization of the Bishop to do the work in identifying the Jueteng-infested LGUs. Take note that when the LGU Executives are involved in Jueteng Toleration, there is already a high-level organized crime group in the local level under the protection of the LGU. High-level organized Corruption makes the people distrust the government and will fuel rebellion. Cases like that has to be left to the National Security Council, who may in turn start arresting the LGU Executives. Don't worry about the possible errors in the veracity of the Bishop's Report, you can always blame the veracity error on the Bishop but you cannot make excuses in not acting on the report.

PNoy Admitting Mistakes Builds Trust and Credibility
After trying hard in good faith, taking full responsibility for a failure is a good thing to do. If the President makes a mistake, he should be the first one to say, “hey people of the world, I just screwed this up". Leaders who say, “I’ve made a mistake. Let me try to fix it” tends to attract the appreciation of others. Admitting mistakes builds trust and credibility.

Call for Support for The One President
One friend in the Erap Camp who really really really hates Noynoy asked me, "John, during the campaign , you were the best in mudslinging Aquino, Gibo and Villar. Now, why, all of a sudden you like Noynoy and is helping him"? I answered: "well, during the campaign, our democracy allows us to choose who we like among the candidates; but now, we only have one President. It's like a father, you only have one, so you have to stand by him. We have one nation, one President, and we can move this country to progress faster if we stop fighting and consolidate our strengths. It is a win-win thing."
We all help in our little ways. Some of us who are good in finding faults, please do continue finding faults in the system so we can make corrections. For the timid ones who will just cry when they are afraid, please do continue praying. For those who are gifted with strategies, techniques, and tactics, please don't hesitate to say your suggestions. For those who are indifferent to the political issues, please do help in small things like not jay-walking. For those who won the election, please reach out to recruit those good people outside your party-support-system, for they too can be of very big help for this country.

Pero pwede ring hindi niya alam kung sino mga eto dahil hinaharang ng mga campaign supporters niya. Maari rin na wala siyang talent scout. Yung ka-alyado lang sa campaign ang nilalagay niya sa mga command posts. So, yung ibang magagaling na gusto na sanang tumulong sa kanya eh nagsi-balikan na sa kanya-kanyang campo, at nag-coconsolidate na ng opposition.
During the inauguration, everyone was excited on what good his administration's gonna do. But now, barely 100 days, everyone is excited each day on what's next palpak his administration's gonna do.

Ayun, ang resulta nangangapa sila ngayon sa mga pipeline issues. They came in without mentor. First 100 days sinasayang ang pera ng gobyerno sa trial and error.

Supporting PNoy Amidst the Crisis
Our President is the flag-bearer of the democracy of our country. If we burn our President, we are as well burning our country. As a free nation, we can run our own country by discussing criticisms and changes internally among ourselves as Filipinos. But we don't insult our President in front of the international community. Moreso, we should not allow any foreign country to look down at our flag bearer. Tayo lang ang may karapatan na linisin ang sarili nating bahay.

On the President's Smiley Face
I don't think it is valid to criticize the President over his smiley face as he express sympathy over the tragic hostage drama.
Smiley face is a natural default face of President Aquino. He had that natural smiley face when his father was assassinated, when his mother died, even when he was ambushed and in pain when hit by bullets when he was young. That smiley face is his natural default face.
For us, wide eyes people, our eyes become slanted when we smile. But we can't say that all Chinese have smiling eyes, because having a slanted is your default eyes.

The HK people were instigated to get upset over little things such as the default smiley face of our President and even to the point of twisting facts by launching a propaganda that the tragedy is an attack against the Chinese race. It is sad that some HK nationals bite the bait of "some groups" who wants to provoke conflict in the relationship between China and Philippines.

PNoy Must Focus in his Mandate -- to Implement Laws
PNoy, the CHANGE we want is for the Executive Branch to start enforcing laws, masayado nang maraming batas ang nasa implementation backlog. Focus ka lang sa mandate mo. As much as possible, huwag ka nang makisawsaw sa mga lobbyists ng CHANGE of the Laws, just refer these lobbyists to the Legislative Branch kasi trabaho yan law-making ng mga Congressman at Senador.

Hoping for the Best for PNoy
I think it is unfair to look down at PNoy by comparing him with the greatness of Cory and Ninoy. Every man have goodness in him, and unique best characteristics too. Everyone of us, including PNoy, is like gold as we mature everyday, the more you burn it with FIRE of exhortations, the more it purifies and shines. Who knows, PNoy could be the best President this country will ever have when he graduates his term. It is his dream (I hope) to surpass the greatness of his parents. He has all the support, but the rest is in the hands of God.
My Ultimate Advice for PNoy
The ultimate advice I have for PNoy is: Sir, your Job Description as President is to Manage the Executive Branch and do the best you can to ensure that LAWS ARE IMPLEMENTED. Don't be influenced by people who wants you and your departments to waive the implementation of the law or make exemptions. If the issue concerns Legislation, try to be silent about it; it is not your job anymore to make or amend laws.
I will be the FIRE, and there is such thing I call COMMAND and MANAGEMENT RESPONSIBILITY -- I will exhort you for every inaction or error in the implementation of law even those that are committed by the lowest rank in your administration.
It is not a good habit to MAKE EXCUSES in the delay of implementing the laws. Each person in the government must know their mandate and code of ethics through repetitive annual training. If they will not function as worthy as their pay, YOUR MANDATE is to fire and replace them. We have lots of job seekers, so you have no problem in hiring.
This political will to fire a malfunctioning personnel must be instilled in the heart and mind of all managers and supervisors in the government. Instill it using the element of FEAR. If the political will energy will not flow down to the supervisors, DAMN you will not accomplish your job description.

After all the trouble I had with probably a Poser PNoy Page in Facebook that banned me for some reason, finally, the Communications Team of Malacanang built a legitimate PNoy Page. I feel honored to be invited as the first 100 members of the page. The Philippine Star already published that it is indeed legit. Now we can start talking as friends.

Critique Management Strategy
Invite and keep your critiques under the care of your wing and treat them with respect as a friend so they will whisper their thoughts that criticize you which you can use to improve.
If they are not under your wing, they will shout out their criticisms and everyone will hear about it and damn you are scandalized and you'll have a headache.
