Today, I read the news posted by ABS-CBN in Facebook titled, "Five people were arrested by officials of the PNP-CIDG in Rizal for allegedly selling copies of the sex video of slain actor Ramgen Revilla and his girlfriend Janelle Manahan".
My reaction is funny. Pag "Personal Benefit" ng Senador, aggressive ang gobyerno umaksyon. Pero pag benefit ng general public, walang action ang gobyerno. May mas malala pa dyan na problema, marami pa ring mga real estate agents openly handing out real estate fliers and selling real estate openly na walang license from PRC, hindi hinuhuli. Ehhh June 29, 2009 pa kaya approved ang RESA Law Professionalized na yang Real Estate Service, parang mga Lawyers and Doctors na ang standard, required na ang license. The licensed ones are being put out of business financially because the colorums compose 95% of the sales agents. Paano aactionan, eh mga Senador connected sa mga real estate developers na nag coddle and exploit ng mga colorums.
Hehehehe. Gobyerno talaga, parang personal toilet paper lang ng mga Senador.

On Umbudsman Gutierrez' Acceptance of General Garcia's Plea Bargain
Tama ang ginawa ni Umbudsman Mercedita Guttierez na tanggapin ang plea bargain ni Gen. Garcia dahil narecover ng gobyerno ang mga ninakaw. Kung sinentensyahan niya yun, ma-uwi lang sa kamay ng Presidente ang ibabayad ni Garcia sa ilalim ng lamesa para maka-kuha ng executive clemency. Yan ang dahilan bakit ayaw ko ng Truth Commission, dahil ayoko na ma--manipulate si PNoy ng mga kaibigan nyang umaasang maka-kotong ng malalaking magnanakaw.
Napakaraming departamento under ng jurisdiction ng Office of the President na kailangan niyang ayusin. Tumakbo si PNoy bilang Presidente, ayusin niya ang sarili niyang bakuran sa Executive Branch. Hangga't hindi niya na-aayos ang Executive Branch, wala siyang karapatan na mangabilang-bakod sa problema ng ibang branches of government. Focus lang dapat siya sa trabaho niya.
Ang red-tape sa Executive Branch ay napaka-garapal pa rin. Ako mismo merong kasalukuyan na personal na experience ng red-tape sa Professional Regulation Commission na hindi na-reresolve ng grupo ni PNoy sa napakahabang panahon na hawak nila ang kaso.
So, PNoys, focus ka lang muna sa bakuran mo. Ayusin mo yan dahil yan ang trabaho mo kapalit nung cheke ng sahod mo na pinakita mo noong araw na bago ka pa lang.
Sa ibang ma-uunlad na bansa, mabilis ang kaso dahil merong plea bargaining. Sa plea bargaining, isa o dalawang upu-an tapos ang usapan, settled at nabayaran ang na-aagrabyado, govyerno man o ordinaryong taong bayan. Sa Pilipinas, kaya paton...g-patong na ang kaso dahil pinupursige na ikulong ang akusado, kaya lumalaban ng husto ang depensa, pero sa huli kahit makulong eh mababayaran din ang kalayaan.

Cell phone set off bomb

MANILA, Philippines - The explosion that ripped apart a bus in Makati the other day, killing five passengers, was caused by a mortar bomb triggered by a mobile phone, police said yesterday.
The rigged explosive is typically used by Islamic extremists, raising the likelihood that the bombing was a terrorist attack.
Philippine National Police (PNP) chief Director General Raul Bacalzo made the revelation during a hearing of the Senate committee on public order and dangerous drugs on what it described as the worsening peace and order situation in Metro Manila.
In Malacañang, President Aquino appealed for calm and asked the public not to resort to speculations.
Bacalzo said the improvised explosive device (IED) used in the bombing was an 81-mm mortar shell with a cell phone as remote trigger.
Bacalzo said investigators were checking if the same type of IED was used in past terror attacks, particularly in Central Mindanao.
“That’s the thing we are following up because according to the EOD (explosives and ordnance division), it’s an 81-mm mortar. If it’s a mortar, then the component was TNT,” Bacalzo told reporters after the hearing.
“We don’t want to speculate, but these are operational data we would like to pursue. We will see if there is similarity in style with other bombings in the past,” he said.
National Capital Region Police Office chief Director Nicanor Bartolome said investigators are reconstructing the cell phone that was reportedly used as a triggering device.
Police also said they have sketches of two suspects but would not release them yet so as not to jeopardize the investigation.
Interior and Local Government Secretary Jesse Robredo, for his part, said the attack should not be totally blamed on failure of intelligence.
He said it was like looking for needle in a haystack.
He said even the most sophisticated, more equipped and richer nations have difficulty monitoring terror attacks in their own countries.
He said it’s still “too premature to pinpoint at this time” if terrorists or extortionists were responsible for Tuesday’s attack.
In the hearing, Sen. Ferdinand Marcos Jr. expressed concern that the bombing could be a terror act since the Philippines, based on some reports, is “often seen as a staging area” of international terror groups. He noted that even Iraqi extremists use mortar shells for IEDs in terror attacks.
Defense Secretary Voltaire Gazmin also rebuffed claims that there was failure of intelligence. “We take all of these seriously. At this point it cannot be said that we were not serious. What I mean is steps were taken. But this slipped past us. Why did this happen? If a person is determined, he would manage to carry out his evil intentions one way or another,” Gazmin said.
“We’re doing our job but you must remember the big area that we are looking at,” he added.
The explosion inside the Newman Goldliner bus killed two passengers instantly and wounded more than a dozen. Three of the injured later died in hospital.
Killed in the blast were FX taxi driver Salustiano Marino, 57; culinary arts student Johanson Reyes, 24 and girlfriend Kristel Ausena; Jhonlie Daquiaog, 24, and Iris Tiniola.
Foreign link unlikely
Reacting to Marcos’ concern, Bacalzo said the PNP, being a member of the Anti-Terrorist Council, is continuously coordinating with its foreign counterparts to counter terrorism.
Bacalzo and Bartolome maintained that international terror group Jemaah Islamiyah and its local counterpart, Balik Islam, have not been active in recent months.
“Nonetheless, we are looking into all angles, into everything be it international or local,” Bacalzo added.
“When we speak of specific threats, we’ve not detected anything. Information is discussed with other law enforcement agencies for validation and exchange of notes with our counterparts. In our discussions, there are no specific threats that we have gathered,” Bartolome said.
Aquino’s security adviser Cesar Garcia told ABS-CBN News Muslim militants might be behind the attack.
“The fact that... the device used was an improvised explosive device similar to the ones used by terrorist organizations in the southern Philippines raises the possibility it was a terrorist attack,” he said.
While Garcia said it was too early to say who was behind the blast, he pointed out it was similar to a bus bombing on EDSA that killed four people and injured 36 others on Feb. 14, 2005.
“Investigations into the 2005 Valentine’s Day bombing showed the suspects rode the bus, carried the (bomb) in a backpack, left the backpack, got off... (and) detonated the bomb with the use of a cell phone,” he said.
The Abu Sayyaf, a small group of Islamic militants blamed for the nation’s worst terrorist attacks and a string of kidnappings, claimed credit for the 2005 attack, although it has remained silent following Tuesday’s explosion.
Garcia emphasized that militant groups from the south had long wanted to launch attacks in Manila.
“Metro Manila has always been a long-term aspirational target of the organizations operating in the southern Philippines,” Garcia said.
Communist hand
But for Senate President Juan Ponce Enrile, the communist armed wing the New People’s Army might have had a hand in the bombing.
“I cannot believe that that is the work of terrorists and simple criminals. Find out if that has relation with what’s going on in rural areas. There was a bombing in my province. There were bombings like that in Mindanao. We’ve experienced that before,” Enrile said.
“They brought their bombing operation in Metro Manila. The classic case is Plaza Miranda,” Enrile said, referring to the 1971 bomb attack on the Liberal party rally at Plaza Miranda in Quiapo, Manila.
The Senate president was the defense minister at the time.
He said peace and order has always been a “challenge to the administration, whether it’s an old administration or a new one.”
“I have my doubts. I will not discount it but to me it’s remote,” he said referring to the terrorist angle.
“If it’s international terrorists, they’ll blow up trains if they really want to make a big impact, they should’ve hit the LRT. There are lots of people there that would be killed. International terrorists would blow up trains, they can blow up a mall, theater to deliver the biggest impact on the world’s consciousness,” Enrile said.
Sen. Juan Miguel Zubiri said administration officials should not have downplayed the travel advisories issued by the US and some of its Western allies two months ago.
“Just tell us if there is a terrorist threat then mobilize the people... tell us to watch out for bags that are left behind, for suspicious personnel or criminals around the community so we can always be alert,” Zubiri said.
No destabilization
The military could not have carried out Tuesday’s bus bombing as part of a coup attempt since it has already “gone a long way professionally,” Cavite Rep. Joseph Emilio Abaya said yesterday.
Abaya is a former Navy officer and a party mate of President Aquino in the Liberal Party (LP). He chairs the House appropriations committee.
“The President is on top of the situation. Government will make sure those who perpetrated this will be arrested and put in jail,” he said.
“This is an isolated case, but let us not dispel the probability that there might be a script to this,” he added.
Another party mate of the President, Quezon Rep. Lorenzo Tañada III, voiced the LP’s condemnation of the bombing.
“Although this is an isolated case, it is clear that there are terrorists in our society who are out to embarrass PNoy. We would like to assure our peace-loving citizens that PNoy and our law enforcement agencies are on top of the situation and will be able to solve this unfortunate incident in the coming days,” he said.
Rep. Emmeline Aglipay of the party-list group Diwa also condemned the bombing.
“I hope that the reason behind the bomb blast may be brought to light and that the persons responsible may be apprehended immediately. I call on the public to remain calm but alert,” she said.
For his part, Rep. Teddy Casiño of Bayan Muna said his group “condemns the bombing of a passenger bus in Makati and calls on the authorities to leave no stone unturned in pursuing the perpetrators.”
Diversion
Justice Secretary Leila de Lima said investigators should explore all angles, including the possibility that carjack syndicates carried out the attack to divert the attention of authorities from their intensified campaign against car theft.
“That’s a possibility. There are criminal syndicates who have cohort or conspirators from within security forces including the PNP,” De Lima told reporters.
“While we cannot make any conclusion because it will be very premature we cannot let our guard down by focusing on one angle, like the terrorism angle because it could be anything,” she stressed.
She said she has instructed the NBI to conduct a parallel probe on the incident.
The bombing incident prompted former North Cotabato congresswoman and now Gov. Emmylou Taliño-Mendoza to renew her call for transport authorities and the PNP to immediately train and deploy armed bus marshals.
In a statement, she said these marshals would “detect, deter and suppress hostile acts targeting the nation’s public buses, terminals and passengers.”
Kalookan Bishop Deogracias Iniguez, for his part, called on authorities to “wake up” and swiftly solve the case. “Let us do all we can as soon as possible to investigate the root of the attack,” he said.
Novaliches Bishop Teodoro Bacani asked law enforcers to hone their skills in fighting criminals, saying “we are living in extraordinary days.”
“The people trust you because you are honest. Now, their trust would serve as a foundation of your competence. Show that you are not only a good man but also have the capability to become a good leader,” he said in radio message addressed to Aquino.
For Marbel Bishop Dinualdo Gutierrez, the terror attack calls for “communal action.”
“Yes, when we say communal action people must be involved in maintaining peace and order and this is a responsibility of everybody,” Gutierrez said.
MILF denial
Meanwhile, the Moro Islamic Liberation Front (MILF) denied involvement in the attack, which it called “satanic.”
“We are condemning the act. It’s a satanic act. We have nothing to do with that,” MILF chair Mohagher Iqbal said.
He said the fact that an 81-mm was used in the attack doesn’t mean the MILF was responsible.
In Cotabato City, Weena Bus management has beefed up security following the Makati bus bombing.
Weena had been the target of several attacks by extortionists.
President Aquino tried to calm residents in a televised news conference shortly after Tuesday’s blast, promising his government will not allow fear to settle in.
He and other officials have not named any specific group, but suggested the possible involvement of al-Qaeda-linked Abu Sayyaf militants.
Aquino said he directed his national security adviser to reassess threats that reportedly came from terrorist groups last year and that prompted several countries, including Australia, Britain and the US, to put in place travel warnings. At the time, the government had not found the threats credible and the warnings infuriated Aquino.
Investigators were also looking into the background of the wounded and the dead, police Chief Superintendent Jose Arnel de los Santos said. His statement suggested that one of the passengers may have been carrying the explosive when it went off prematurely. My Position on Philippine Charter Change
QUESTION: Sir John, what is your position on Charter Change issue?
ANSWER: I am open to any proposed discussion to review or change any policies, laws, or Charter. Why should we be afraid of a formal charter change review process? It is possible that during the process we realize after thorough discussion and votings that there is nothing to change, then it will reinforce the Charter we currently have.
Damn I am so tired already of the useless debate of whether or not we will start making formal activities to amend the Charter.
I only have one proposed amendment to the Charter, and that would be an insertion of a provision that will say:
"There shall be a Mandatory Congressional Review of the Charter every 6 years during the first 12 months of the new Presidential Term to discuss and vote on any proposed amendment on any provision in the Charter."
With this provision in place, the Philippines will be able to respond in a timely and flexible manner to the dynamic change to meet new challenges brought about by economic development, technological advancement, humanitarian trends, political patterns, and the fast changing environmental/climate conditions.

Justice Presents Truths on Both Sides of the Coin
"The Supreme Court set free convicted rapists and murderers Hubert Webb et al. Now they are saying that it does not mean that the released convicts are INNOCENT, only that they are NOT GUILTY BEYOND REASONABLE DOUBT. Such convoluted brains in black robes should have answered just one basic question - who killed the Vizcondes?" (Philippine Corruption, Facebook)
This Supreme Court turnaround is a welcomed development from my point of view. The degree of cruelty of a crime should not be factor that will determine innocense or guilt. It has to be purely based on evidence.
Sa Pilipinas, hindi pa integrated sa law enforcement system ang Private Investigators na napapanood natin sa ibang bansa katulad ng Estados Unidos. Dito sa Pinas, pag suspect ka at wala kang kasalanan, hindi mo ma-aasahan ang Police Investigators na mag-presenta ng evidences para sa ika-lalaya mo. Dahil dito, natatakot ang taong-bayan sa Police. Dahil dito, maraming non-performingna Police na nabibigyan ng accomplishment awards, at the expense eh maraming fall guy na inosente na nakukulong.
Law Enforcers and Prosecutors in the Philippines don't work for the truth. They work for their selfish accomplishments. They will present only evidences to convict the suspect, and will do everything to suppress or hide the evidences that will weaken their push for conviction. They have to be re-educated so they will not sacrifice THE SEARCH FOR TRUTH.

Dahil dito, maraming non-performingna Police na nabibigyan ng accomplishment awards, at the expense eh maraming fall guy na inosente na nakukulong.
Law Enforcers and Prosecutors in the Philippines don't work for the truth. They work for their selfish accomplishments. They will present only evidences to convict the suspect, and will do everything to suppress or hide the evidences that will weaken their push for conviction. Hubert Webb
After 15 years of imprisonment for murder, Hubert Webb is finally free. Case aquitted by Supreme Court.

Preventing the presentation of the "envelope" during Erap's impeachment case led to his ousting, then after years when the envelope was openned it was found that it contains NO incriminating evidence against Erap, too late na.
This Hubert Webb case, the prosecution prevented the DNA matching of the semen fluids found in the victims and that of the accused. After years, the fluid cells can no longer be analyzed, too late na.
The Mayor Antonio Sanchez case has also the same error with the Hubert Webb Case. Hindi pinayagan na i-match ang DNA ng fluids.
Pag evidence, hayaan lang i-presenta. Huwag pigilan. Huwag i-suppress ang evidence para ang truth study ay parehas.

VP Binay Surrenders Bar Ops Bombing Suspect

If it came as a surprise that it was to Vice President Jejomar Binay that the principal suspect in the Bar exam bombing surrendered to, it should come as an even bigger surprise to know that the reason for this is that Binay and the suspect are brods in the APO fraternity.
The even bigger surprise is not that Binay is a member at all of any fraternity. Anybody is free to join a fraternity of his choice. The even bigger surprise is that Binay never breathed a word about his APO membership until the bombing suspect surrendered to him.
Be that as it may, now that it was to him that the bombing suspect surrendered, Binay should at least have the sense of propriety to simply acknowledge the surrender and then turn the suspect over to the authorities, which he in fairness did.
But Binay did not stop at merely acknowledging the surrender and his turning over of the suspect to the authorities. He went further by proclaiming his innocence, as well as defending the fraternity, both of which were uncalled for.
Binay may be convinced about the innocence of the suspect, but it is not up to him to make that declaration, especially since he is the vice president of the land, an office deemed to have considerable clout and influence.
His fraternity brod is a suspect in a heinous crime. The most he could do for him is to ensure that he gets his fair shake in court. But he should not go proclaiming to all and sundry that the suspect is innocent.
And while Binay, as an APO member, may feel obliged to protect the organization, he must not forget that he is now the vice president and that it must never be made to appear that he is using his mighty office to defend his fraternity.
The APO fraternity can very well defend itself. It is not up for Binay to defend it, especially by making it appear that his office is protecting the fraternity. For this could send the wrong signal to everybody, including the members of the fraternity.

PDP LABAN Joey De Venecia III: In a statement to media, PDP-Laban Secretary General Joey de Venecia III said Vice President Jejomar Binay was well within his rights to peacefully deliver to the authorities alleged suspect Anthony Nepomuceno in the Sept. 26 grenade attack.
“Mr. Binay may be the country’s second highest official, but he is also a human rights lawyer who was approached by Mr. Nepomuceno seeking his advice,”according to de Venecia.
The PDP-Laban, also wants the truth to come out and the culprit caught and charged. We sympathize with the victims and their families.De Venecia added that the Vice President had convinced Nepomuceno to peacefully surrender to face the charges in court and clear his name.
The important thing now is that the law should take its course; the guilty should be punished to the fullest extent of the law, but by the same token, the innocent should not be pre-judged by anyone. the PDP-Laban statement said.

JOHN REMOLLO PETALCORIN: Unless Binay acts as the Attorney in Representation of Anthony Nepumuceno, I believe it is tolerably inappropriate for a Vice President of the republic to express his personal opinion on the inocence or guilt of Mr. Nepumuceno. Such expression is uneccesary in the proper handling, disposition, and turn-over of a surrender.
After all, it was Binay who was able to talk with Anthony. I believe Binay has noble reasons for expressing his opinion in a knee-jerk, and there should be no serious repercussions. So, I think it is "tolerable".
When Anthony Nepumuceno surrendered, there is no warrant of arrest for him, nor is he included in the charge sheet. The way I see it with my third eye, VP Binay was only sending a signal that Anthony Nepumuceno is a voluntary fall-guy who claim responsibility over the bombing who surrendered to Binay; and that the surrender turn-over is only a mere compliance of the legal process. This is the reason why I say that Binay's statement could be inappropriate, but TOLERABLE and NOBLE.

New Effective Checkpoint System (NECS)
Checkpoint is necessary in any system that needs security control. Even computers have checkpoint using name and password system.
It has been proven in the past, the checkpoint system that we have at present will not work. The procedure has to be totally revised. Hence the New Effective Checkpoint System (NECS). NECS will have the following characteristics.
-Strategic and unpredictable location/time
-Two types: (1) permanent location, and (2) mobile location. Permanent location are in entrance/exit of malls, train stations, buildings, residential condominiums, residential subdivisions, residential villages, clustered night entertainment spots.
-Highly trained personnel on rotation. No permanent checkpoint area for personnel.
-Authenticity is verifiable from the end of the public, using text/sms technology.
-Search procedure is quick and routine. Fliers will be given to motorists.
-Search is aided by sniffer dogs.
-Search has operations computerized automatic issuance of receipt (paper trail) specifying the names of checkpoint personnel, location and time of search.
-Operations audit and positive search drill is participated in by private sector.
-All driver license applicants (new and renewal) will pass through a required drill on checkpoint SOP.

-Operations audit and positive search drill is participated in by private sector.
-All driver license applicants (new and renewal) will pass through a required drill on checkpoint SOP.

Why the 3 Branches Fail
Ang problema sa bansang eto ay hindi na-intindihan ng mga tao at ng mga politiko ang separation of function ng tatlong branches: (1) Executive, (2) Judiciary, (3) Legislative.
Ang problema eh merong Legislators na walang policy advocacy, hindi marunong pumick-up ng possible legislation galing sa hinaing ng constituents niya, at ang palaging mali niya ay pre-occupied siya sa pag-aaktong parang executive by implementing infrastructure projects.
Ang problema sa Executive eh hindi alang ang mandate niya na mag-execute lang ng mga batas. Minsan hindi nag-tatrabaho sa pag-execute ng batas at nag-aaktong Legislator by participating in policy-making debates.
Ang problema sa Judiciary ay napo-politicize minsan ang mga decision nila. Pag sinabi ko na "politicize", ibig kong sabihin ay na-dadala sila sa mga ingay ng mga tao, mga bulong ng mga ma-impluwensyang tao, at mga pressure ng mga politiko. Dapat ang hustisya ay bulag, walang kinikilingan.
Dapat, stick lang dapat sila sa function nila para mag work properly ang government machinery.

Mall Security, the Best Gun/Crime Control Model
That is what I really really really like, when people see that endless crimes are committed by our police in uniform such as kidnappings, corruption, unlawful detentions, torture, and hostage takings. Do you know why these things happen? Because many policemen who carry guns are in the wrong place and the wrong time. Under my proposed policy, cops can no longer be in the wrong place and wrong time while in uniform and on duty time. Cops will not be authorized to carry guns when are not in uniform, when they are not on duty time/place.
If you notice, there are existing heavy populated places yet almost zero gun-aided crime where (1) no one is allowed to carry a gun except the law enforcers on duty and in uniform, and (2) effective checkpoint system.
Do you know where that places are? Hmmmmm. Presenting to you...... tantarantantannnnnn!

We just have to expand our visions and follow the model set by the malls. Replicate the model to cover an entire or cluster of cities.

The first counter argument I have read is that even banks of malls are raided by bank robbers. Now my answer for that is straightforward. Most banks are at the ground-floor perimeter of the mall facing the streets outside the mall, and that is the weakness because the streets outside are not secured. It means that the robbers can reach the bank without passing through checkpoints. That is why the solution is to expand the checkpoints system to cover the whole city so that the bank robbers will have to pass through a series of checkpoints before reaching the bank.

The picture below is what you can see in all entrance of heavily populated malls in Metro Manila. There is a body frisking and open bag inspection at the entrance. The result is amazing in terms of crime reduction. It also makes the people "secure".

My Gun Control Poposal Could have Prevented Maguindanao Massacre and Mendoza Hostage Tragedy
That MAGUINDANAO Massacre and MENDOZA Tragedy are actually a failure of the present system. Those would have been prevented in my system.
What happened there was there were Police Law Enforcers watching the killings, but they could not prevent the killings because the Ampatuans Private Army carry more powerful weapons under the guise of "Responsible Gun Ownership". Those Policemen were controlled and overpowered by civillians (Ampatuans) who carry guns in the guise of "self-defense".
In that incident, the law enforcers who have guns were not able to do their mandate of preventing the violence because the perpetrators are too many and highly-powered with guns.
If we allow guns to be carried by everyone, the law enforcement would be put at risk and would not be able to assert its authority and power over people who are already at the verge of committing violence.
In my proposal, that Maguindanao incident would not happen.
1. Everyone would not be able to amass those high-powered firearms and great number of ammunition, including and especially the Ampatuans.
2. Checkpoints would deter any movement of unauthorized gun carriers. Assuming the Ampatuans have hidden high-powered guns and they decided to bring it out in that particular day, they will have to be encountered by the Law Enforcers at the checkpoints.
If my proposal is already in place, the Mendoza Hostage Tragedy wouldn't happen.
1. He is already disarmed at the moment a decision was made to dismiss him from the service.
2. As a private citizen, he could not get a permit own or carry a gun when (A) he will not pass the psych test, and (B) he already filed a grievance suit against the government.
3. If he was able to get hold of a loose unlicensed firearm, it is unlikely that he will be able to successfully transport it from Batangas to Manila because he will have to pass through 3 checkpoints.
4. Under my proposed policy, if you carry a gun without authorization and you got caught as a threat on a crime scene, you will be KILLED immediately by the Police in exercise of a routine standard operating rules of engagement without necessary command from the higher-ups.

Wanna be a Police in Philippines?
The best of being a cop is access to the girls in the pub house and part-time job as protector of politicians, illegal loggers, drug lords, and gambling lords. Forget the salary, 25% lower than the domestic helpers in Hongkong. You die, GSIS will rig the benefit of your survivors and they will die of hunger too. And perhaps you would like to add up to the 2,000 dragging grievance cases of policemen, one of which ended up into a bloody hostage taking.

Sharing to PNP a Technique on Glass Breaking
By the way, I would like to teach the PNP SWAT a little mechanical tactics related to the recent hostage taking assault. You don't use a sledge hammer to break a tempered glass, especially if the glass is over-head because sledge hammer use the force of gravity (downward force using its own weight) to crash objects you strike. In construction engineering, it is a HAZARD to use a sledge hammer to crush objects above you. Violent Grievance Venue
The desperate action of Rolando Mendoza is just a natural REACTION of unfairness in governance. We have over 2,000 grievance cases now in the pipeline of National Police Commission. Any moment, a similar scenario will erupt, and may even be worse.

The Freedom of Information Act (FOIA) is very dangerous if we can't find its missing twin sister called Privacy Act.
FOIA allows for the full or partial disclosure of information and documents in government. The Act defines government records subject to disclosure, clarifies the mandatory procedures on disclosure, and enumerates some exemptions.
In the US Government, they have annual Seminar on FOIA and Privacy Act. These two acts must are twin laws that must always be applied together. If it is a car, FOIA is the accelerator and Privacy Act is a brake.
Privacy Act protects personal data of individual citizens like address, family members, contact numbers, medical records, employment record, criminal record, credit record, tax payment record, etc that are stored in government database.
