On Malaysian "peacekeeping force" in Mindanao

Kapag "peacekeepers" dapat civilian hindi military; atsaka dapat UN-sanctioned and UN-commissioned.

Bomb making instructors, military surveillance, and intelligence gathering, and sabotage planners ang mga yan.

Unconstitutional yan, tolerated military espionage yan, treason si PNoy nyan, dapat merong Malaysian VFA Treaty tulad ng US VFA bago magpapasok ng foreign military dito sa Pilipinas.

Kung may armed conflict, UN peacekeepers are military.

Malaysia and MILF are one in the same side. It is Malaysia that brainwashes and radicalizes the Filipino Muslims to think that they are Moro-not-Filipino. Klarong klaro na technical assistance yan ng Maalaysia for the MILF. Malaysia is the big-brother of MILF. Kunwari pa peacekeeper. Loko.

Kalaban natin yan. Tapos pinapa-pasok lang ni PNoy dito sa Pinas at binibigyan ng privilege to do demonstrate their force here in mainland Philippines.

I want a political appointment in DND pag manalo si Miriam.

In response to the news article titled, "New group of Malaysian peacekeepers arrives".

Q & A

QUESTION: Peacekeepers can be military personnels from other nations, EXAMPLE peacekeepers in Golan Heights. Know your fact! (JJ Quijano)

ANSWER: Peacekeepers has to work within the UN organization. Yang Malaysian peacekeepers dito ay hindi yan under UN. Malaysia provides funds, technical assistance, weapons, and propaganda assistance to MILF. Malaysia is the Big Brother of MILF. Kailangan neutral and disinterested party ang broker. Hindi pwede Malaysia ang broker, or middleman, or peacekeeper with regards to MILF.

The politics of disaster

It's not the disaster of natural calamity (earthquake, tsunami, typhoon) that will cause a mass kill after those who will die on-the-spot, but the slow mobilization of help and chaos because of our inability to remove an incompetent leader, moreso if the new leader is the incompetent's anointed one. Remember Yolanda.

Fearless words that describe PNoy and his Administration in the past five years as President of the Republic of the Philippines: Aid-redtaper, Buck-passer, Credit-grabber, Shameless, Apathetic, Incorrigible, Impunity, Incompetent, Hoodwink, Rogue, Psychotic, Mobster, Traitor, Malaysian Collaborator, Oligarchy, Elitist, Media-hyped.

ANTI-ROYALTY. The anti-dynasty slogan is soft, I will make it stronger with anti-royalty, not as a legislated measure but as a voting culture. #iBOTOangBAGO

Mary Jane Veloso

Mary Jane Veloso in jail for 5 years, unattended by PNoy. PNoy did a cramming to prevent further decline of his reputation.

Mary Jane and we Filipinos in general are blessed with a good Indonesian President.

Magpasalamat sa Presidente? Well, I think The citizens have no obligation to thank the service of any government employee (including the President) whose salary they paid for. The citizens may thank an extra special service, and definitely the Veloso case is not an extra service by the President but rather a free-rider on the effort of the citizens to save Veloso. The only extra effort I see in this issue is a clear attempt by the President's mass media managers to cover the President's indolent ass. So, my question to the President is, how many Veloso-like cases you have in your inventory all over the world that is just sitting there for you to harvest when you need something to jerk up your popularity?

Incompetence and Psychological inconsistency Explain PNoy's Blaming on Napenas

URL Of Original Post: https://www.facebook.com/OneMNLF/posts/1055634774463755

[This article is published in the Headline section of Tribune. Read more at http://www.tribune.net.ph/headlines/mnlf-says-noy-psycho-inconsistency-exposed

Q: Sir John, PNoy recently blamed SAF General Napenas for "lying" to him in reporting information about the Mamasapano operation. What can you say about this? Is he excused? What was his mistake? What is your recommendation?

A: It is an admission that: (1) he [PNoy] has direct hands-on involvement as the highest authority in managing the decisions on the operation, (2) he [PNoy] lacks the necessary inquisitiveness and fell short of competency in validating information reported directly by his operations officer, (3) he [PNoy] does not take responsibility over failure of operations despite being a direct management participant of it. Admission of INCOMPETENCE will not excuse him [PNoy] of command responsibility.

His mistake was he gave a political decision over a tactical situation. He had in his hands the authority, power, resources and sufficient time to save the lives of the SAF who are in life-and-death situation, but he choose to sacrifice their lives for his personal ambition to get a nomination for Nobel Peace Prize that Teresita Deles lured him on.

The president has multiple functions and he has to make the best decision in any given circumstance. As president, he is the highest political decision-maker as well as the commander-in-chief of the armed forces. In this case at hand, he demonstrated incompetence and lack of responsibility as commander-in-chief of the armed forces and this puts ALL OF OUR LIVES at imminent risk. The Philippine Society, as a whole, should find a way to make him resign. This is a life-and-death situation. Buhay natin at tayo lahat ang at-risk dito habang patuloy yan na naka-upo as commander-in-chief of the armed forces.

Given two similar situation, did the person responded consistently? In Zamboanga Siege of Sept 2013 (which the MNLF denies participation) PNoy was provoking the MNLF peace process by ordering three battalions of his armed forces to create havoc for almost one month which destroyed the homes of some 100,000 indigenous peoples minority Badjaos in Mariki and Rio Hondo, in response to an alleged MNLF shooting of one navy man. In this Mamasapano incident of January 2015, his 44 peacekeepers were slaughtered by the MILF yet he is withholding military response using the peace process as an excuse. So, given two situations, he behaved differently -- obviously meron siyang psychological inconsistency.

Nevertheless, whether he will resign or not, he has to be charged of TREASON, baka kasi sumusunod lang siya sa utos ng Malaysia. He may use insanity as a legal defense and we will be lenient. We will consider the facts of his psychological inconsistencies. We will gladly accept insanity as a plea bargain because it's long been established already with complete medical record. (John R. Reasons Why PNoy Administration Will Fail

QUESTION: Why was Pres. Ramos successful in administering the Philippines and how do you compare him with Pres. Arroyo and Pres. Aquino?

ANSWER: Immediately after Pres. Ramos won the election in 1992, his first 100 days program was courtship to get the support of ALL political parties, he gave all the BEST men and women in politics a position regardless of party. Pati nga MNLF niligawan nya at na-convince niya si Nur Misuari to sign a Final Peace Agreement in 1996 and take a post in government (ARMM Governor).

The Ramos Administration was the most vibrant democracy ever felt by Philippines, and it gave us 6 years of very fast progress.

The Arroyo Administration was "insecure" because it knew that it was a power-grab, understandably so it persecuted all its political opponents, she jailed everyone using "invented" cases. As a result the Philippines did not progress because so much government energy was wasted on the negative effect of political disunity. Corruption was also high because Pres. Arroyo has to bribe everyone with corruption money to buy their loyalty.

This Noynoy Aquino Administration now is showing some signs of intellectual and aristocratic arrogance, a typical manners of the elite. The Liberal Party is monopolizing the seats in the Administration. They courted the support of the other political parties but is not giving them relevant and functional positions. The result I am expecting is a "vacuum" wherein we can barely see the best ones in politics playing a relevant role in government.

I was supporting Erap, I provided him with advocacy support on his plans and programs.

So, ang most likely na direction nito is we have to accept we made a mistake and wasted time in supporting PNoy, and we have to reunite again with the first group who have always been fighting against the "naghaharing uri".

PNoy is running the government like a private family corporation, hindi vibrant ang democracy. PNoy treats the Presidential Seal as a brand with a reputation to protect at all cost, so he would make palusot (excuses and blaming) for the failures.

xxxxx

QUESTION: Sir John, ano po ang pinaka-reason bakit mag-fail etong PNoy administration on anti-poverty and anti-corruption?

ANSWER: (1) high-profile but low caliber thinktanks ang mga tao niya ngayon, (2) Liberal Party monopoly, (3) Kingly mentality ayaw niya mag reachout ng kamay sa ibang political camps, (4) Plastic ayaw ng corruption pero nandyan pa Jueteng, (5) Publicity-conscious puro palusot and excuses.

QUESTION: Sir John, who's to blame for the rampant corruption among government employees? Is education a solution?

ANSWER: Lack of ethics education of government employees and professionals can be blamed on Civil Service Commission and Professional Regulatory Commission.

xxxxx

QUESTION: Sir John, Malacanang open to increase the amount of fuel subsidy to jeepneys and tricycles. What can you say about this?

ANSWER: That means government excessively collects VAT from petroleum and it robs the private cars while it spared the jeepney and tricycle drivers.

(carl)

ANSWER: Totoo yan Carl. Ako pa nga nag help ng depensa ng take-over ng BSA3. Pero I bolted out because I personally found out that PNoy FB feedback mechanism it is just a bottomless pit of the wish-coins of the people, parang frustration ventilation mechanism lang.

Barbarism of the Aquino Oligarchy

QUESTION: Sir John, what can you say about Marcos burial in Libingan ng mga bayani?

ANSWER: Preventing a decent burial of a person is the ultimate form of political persecution, it shows the barbaric character of the Aquino Oligarchy. Marcos massacred 1,776 Muslim Bangsamoro who are praying in the Mosque, yet had Marcos died in the hands of MNLF, we would give him a timely and decent burial that each human being deserve.

Fake Democracy in Philippines

QUESTION: Sir John, did Philippines regain Democracy after EDSA 1 People Power?

ANSWER: No it didn't. There was just a transfer of power from one oligarch to another oligarch. The Philippines Democracy is FAKE because it is only exclusive among oligarchs/plutocrats. The evidence of Democracy is a scenario when there is negligible/correctible number of people who are unsatisfied with their economic status.

When you see a triangular shaped distribution of economic happiness, with few happy and mostly sad, then the shape of society shows no evidence of an empowered democracy. I believe there is no democracy in Philippines, unless you can convince me that majority, if not most, of the people in Philippines want to be economically sad.

xxxxx

QUESTION: Sir John, how do you describe the Declaration of Independence of the Philippines?

ANSWER: There is no difference between bondage by a foreign nation and bondage by the oligarchs of your own country. The Philippines declared Independence in a fancy media hype manner, but their people are still in the bondage of oppression, injustice, poverty, manipulative control of Oligarchy and Plutocracy.

xxxxx

In Facebook, I noticed a general pattern that most Filipino political activists use pseudonames and profile photos that conceals their identity. It means that Philippines is not yet tolerant to vibrant democracy because people complaining against their government are still afraid of govt retaliation and persecution.

Unreasonably Prudent Spending caused Government Non-Performance

PNOY: "Prudent spending helped Philippines meet deficit target for 2010". PETALCORIN: Mali yan. Dapat "Unreasonably Prudent Spending caused Government Non-Performance". Kung may surplus sa 2010, ibig sabihin your team were not able to spend. That explains non-performance. That explains EXTREME Metro Manila Traffic congention that onset during your term -- na kung maalala mo ang sinisisi mo ay budget.

Prudent spending helped PH meet deficit target for 2010 – Aquino
2010-12-21
URL: http://www.president.gov.ph/news/default.aspx?n=587

Prudent spending and belt tightening measures helped the Aquino administration meet its deficit target for 2010.

In an interview after giving cash awards to the wounded soldiers confined at the V. Luna Hospital, President Benigno S. Aquino III said the country will experience a budget surplus, “the third and probably the best this year.”

The President disclosed that the National Economic Development Authority board met Monday to review projects proposed for implementation in the coming months.

“I asked for the specifics of two or three projects to determine if some have to be changed,” he said.

The President proposed programs under the Department of Agriculture headed by Secretary Proceso Alcala are evaluated on the basis of cost-benefit analyses and whether they meet the economic targets. If they do not match
the goals and expected outcomes, then Alcala does not push through with them,” he said.

According to the President, the right way of using public funds enabled the government to fix the fiscal position of the country.

The President said he was told that the 2010 deficit will actually be below what has been projected and this is because of the savings obtained from belt tightening and prudent spending.

“I always question the need for undertaking any foreign trip. I always ask what would be the return on investment of the trips to the Filipino people.
If we can’t fully justify the cost of a certain travel abroad, I forgo it,” he said.

His training in the private sector, according to the President scrutinize investments versus returns. “Kung walang return sa taumbayan, hindi okay,” he said.

ABAD: 2010 DEFICIT TARGET TO BE ACHIEVED; JAN-NOV SPENDING P92.3B BELOW PROGRAM
A December 21, 2010 press release prepared by the Department of Budget and Management
URL: http://www.gov.ph/2010/12/21/dbm-government-nets-php482-million-in-november/

The national government has achieved a budget surplus of P482 million in November due to a combination of improved revenues and judicious public expenditure management, Budget and Management Secretary Florencio B. Abad today said.

“With positive developments in both the revenue and disbursement fronts, I could confidently say that we will most likely achieve our full-year deficit target of P325 billion,” he said, noting that the cumulative 11-month budget deficit stands at P269.8 billion.

Abad said revenues from January to November grew year-on-year by 8.1% or P83.1 billion to P1.1048 trillion, on account of increased collections of the Bureau of Internal Revenue (BIR) by 10.5% and by the Bureau of Customs (BOC) by 15.9%. In November alone, collections of the BIR grew by 17.8%—the highest monthly growth it has achieved in 32 months—and of BOC, 14.1%.

The budget secretary also announced that the disbursement performance of the national government from January to November this year has been P92.3 billion or 6.3% below the P1.4669-trillion programmed disbursements for the period. In November alone, the national government spent below the month’s target of P133.3 billion by P22.2 billion or 16.7%.

“The situation is brighter: we are not only more certain that our full-year deficit will be met, with enough spending room for our last month. I stress that we are also on the road towards a government driven by efficient and effective spending,” he said.

He notes that of the balance of P135.9 billion that remains available for the rest of the year, P72.2 billion are considered discretionary appropriations for maintenance and capital spending, which can still be utilized or saved in December, or deferred to 2011 depending on developments in the revenue front. Of the P1.5406-trillion obligation program for the year, P1.4047 billion of allotment authorities has been issued as of November.

Abad said that while the national government spent below target for the period, this will not compromise economic growth as the disbursement performance this year is still higher year-on-year. Disbursements from January to November this year is higher by P80.4 billion or 6.2% compared to P1.2942 billion spent by the government in the same period last year.

In particular, spending on infrastructure and other capital outlay expanded year-on-year by P5.7 billion or 2.9% to P200.7 billion. While this growth is slower compared to the first nine months’ 9.5% growth, the obligation program for infrastructure and other capital outlays in 2010 was lower than in 2009.

Meanwhile, maintenance and other operating expenditures (MOOE) increased by P9 billion or 6% to P158.8 billion due to increased spending on pro-poor programs such as the conditional cash transfers. The rate of spending on MOOE has also been normalizing over the last months after its 25.2% growth as of June and 13.4% growth as of September.

The lower-than-target disbursements during the period were mainly due to the following:

* Lower infrastructure and capital outlay spending by P26.7 billion or 11.7%, given the smaller funding requirement as releases for public works projects have been frontloaded in the first half. The lower-than-target disbursements were largely due to lower-than-expected billings for public works projects during the second half;

* Lower MOOE by P18.7 billion or 10.5%, which was, among others, due to:

o the deferment of the allocation for the premium subsidy for indigents under the National Health Insurance Program, given the sufficiency of funds of the Philippine Health Insurance Corporation;

o the deferment of the allocation for the purchase of blank passport booklets, given the adequate stock of blank passport booklets in the Department of Foreign Affairs;

o the non-release in the allocation for the Malusog na Simula, Yaman ng Bansa Nutrition Program of the Department of Education after the decision to scrap the program;

* Lower personnel service releases by P21.1 billion or 4.8% due to lower-than-projected claims for retirement, gratuity and terminal leave benefits, as employees deferred retirement so the Salary Standardization Law 3 increase could be credited; and lower-than-programmed releases from lump sum items and other compensation;

* Under-spending in net lending for government-owned and -controlled corporations worth P2.9 billion, given lower-than-expected advances from the national government.

* Interest payment savings worth P18.8 billion or 6.4% below target due to reduced borrowing costs with the lower foreign exchange rates and interest rates of P43.50-per-dollar and 1.9% in November, compared to the assumed rates of P47-per-dollar and 6%.

MMDA budget cut could make traffic jams, flooding worse - Tiangco
By Paolo Romero (The Philippine Star) Updated December 07, 2010 12:00 AM
URL: http://www.philstar.com/Article.aspx?articleId=636860&publicationSubCategoryId=65

MANILA, Philippines - Navotas Rep. Toby Tiangco warned yesterday Metro Manila may find it harder to cope with floods and traffic after Congress failed to restore the huge cuts in the proposed budget of the Metropolitan Manila Development Authority (MMDA) made by Malacañang.

Tiangco, chairman of the House committee on Metro Manila development, said the MMDA can hardly be expected to fulfill its functions if it does not have the proper funding.

The proposed 2011 budget of the MMDA had been reduced by Budget Secretary Florencio Abad by more than half from the P2.076 billion in 2010 to a mere P981 million for 2011. This has not been restored during the budget hearings in the House despite Tiangco’s manifestation.

He said the MMDA has already stated on record that they have full responsibility over the flood control program for Metro Manila, as well as the traffic management and garbage disposal.

“And as a sign of their good faith the MMDA have been carrying out their work despite the fact that release of the amount of P730 million for their 2010 budget is delayed by three months,” Tiangco said.

Tiangco appealed for the release of the cash allocation of the MMDA for 2010 as soon as possible. MMDA chairman Francis Tolentino earlier wrote Cavite Rep. Emilio Abaya, chairman of the House committee on appropriations, last Nov. 2 on the matter.

Anti-Poor PNoy Reduces PGH Budget

Hinila daw pababa ng PNoy Administration ang budget ng PGH for Maintenance and Operating Expenses (MOOE) for 2011.

PNoy said "We gave ourselves a more reasonable timeline, TWO YEARS in fact, to show evidence of real transformation". His campaign slogan is "Pag walang currupt, Walang mahirap". Hence, we are also adjusting expectation timeline: "Pag may Mahirap pa by July 2012, ibig sabihin Corrupt and Administration mo". ANSWER: Be patient daw. Hintayin daw po natin ang LAST 100 DAYS niya.

The Dondon Lanuza Case

Parang eerie diba?

Bakit pa nila sabihin na "A formal letter was written during the previous administration to Prince Mohammad bin Fahd seeking to spare the life of Lanusa." Eh pwede naman nilang sabihin na "A formal letter was written by the Philippine Government to Prince Mohammad bin Fahd seeking to spare the life of Lanusa."

Sino yan? Influence Peddler?

We just got word from the Department of Foreign Affairs (DFA) that they are closely monitoring the case of Mr. Dondon Lanusa.

From the DFA:

For instance, in the case of Mr. Dondon Lanusa, the Philippine Embassy in Riyadh hired a private defense lawyer to ensure that due process is observed and that Mr. Lanusa is given his day in court.

A formal letter was written during the previous administration to Prince Mohammad bin Fahd seeking to spare the life of Lanusa. The Philippine Embassy in Riyadh is also in constant communication with the victim’s family to convince them to grant forgiveness and settle the private aspect of the case.

Mr. Lanusa was arrested for the death of Mohammad Al-Qahtani on August 10, 2000. The Dammam Grand Court found him guilty of murder and sentenced him to death by beheading last June 10, 2002. However, the implementation of the sentence is suspended until the minor son of the victim, who is now 10 years old, reaches the age of majority.

Note: The DFA and the Philippine Embassy in Riyahd continue to extend assistance to Mr. Lanusa and work for the grant of pardon for him, by his victim's family as well as by the Kingdom of Saudi Arabia.

Malfunctioning PNoy

Ang problema eh walang after sales service and no-return-no-exchange ang policy.

Don't Deal With Fixers

In almost all Philippines government front-line services, you can find huge posters: "Dont Deal with Fixers". Nice advocacy. The posters I saw are already dilapidated as it had aged on the wall, yet the warning still holds true because the fixers are still there. The fixers aged with the posters.

Trust me, after PNoy finishes his term in 2016, the posters could be new, but the fixers are still there. Wanna bet?

What can you expect in an Elite-Driven Administration? The people behind the rallis to support PNoy are the corrupt people who don't want change because change will diminish their lifestyle. Example: AMPATS

PNoy's Last 100 Days

ANSWER: Be patient daw. Hintayin daw po natin ang LAST 100 DAYS niya.

QUESTION: Mag-resign na lang siya. Mag-asawa na siya at enjoy his married life very late na siya. Diba?

ANSWER: Bakit mg-resign? Hindi naman kailangan. Tapusin nya term niya. Tiisin natin. The Filipino people wants a sleepy President so they can play to the max in violating rules. Mag-tiis tayo for the next six years.

Anong communication and advocacy direction natin for the next six years?

Sa bola pa, we cant bounce back until we fall to the ground.

The New Advocacy Landscape

Corrupt public officials of this generation has PERFECTED the art of socializing with the media to take-over the administration, exploiting technology to overshadow the voting democracy, and the bribing the justice system to get away with the crime of building wealth against the interest of the State.

The bottomline of corruption is poverty. We, the advocates against corruption, will no longer care to prove the corruption using investigative techniques, nor do we care to bear the hassle of filing cases in court.

Our strategy NOW is to ex...ploit the unlimited power of prejudgementation by merely looking at poverty as the barometer of corruption. The direction is to encourage voters to vote for BRANDNEW political candidates who are not connected with the incumbents or former incumbents.

If integrity lifespan in politics is short because corruption is a fast cancer, we have a shot to progress if we deploy fast turn-over strategy. We should keep on replacing the policitians with brandnew ones every election - we won't care if they are popular or not as long as they have the enthusiasm.

Sabi nga nila, "Pag Walang Corrupt, Walang Mahirap" (Liberal Party slogan in the 2010 Presidential Election)

In short, we can say to any administration: "Habang May Mahirap sa Population ng Kinasasakupan Mo, Ibig Sabihin Nyan eh Corrupt ang Administration Mo."

Our strategy would be to put poverty eradication as the primary barometer of successful governmence.

Halo-halong Issues

He he he.

President's Foreign Travel Does Not Induce Foreign Investments

ANSWER: Ewan ko kung bakit. Foreign Multinational Companies DON'T make decisions to invest overseas (such as into Philippines) on the basis/criteria that the President of the Philippines visited their country.

PNoy Hamburger Meal in US

While PNoy shows off his gusto in devouring hamburger, the US Congress have deliberated a Child Nutrition Bill that seeks to control advertising of unhealthy fastfood diet to curb down health problems associated with fastfood obesity.
