PNoy Admitting Mistakes Builds Trust and Credibility

After trying hard in good faith, taking full responsibility for a failure is a good thing to do. If the President makes a mistake, he should be the first one to say, “hey people of the world, I just screwed this up". Leaders who say, “I’ve made a mistake. Let me try to fix it” tends to attract the appreciation of others. Admitting mistakes builds trust and credibility.

control policy and practice in the Philippines. Requirements are not sincerely followed, especially the psych test. The result, as you can see in the Philippines, is a devastating number of gun crimes -- a lot of tourists are robbed and murdered.

In this country, you cannot distinguish a criminal and a licensed gun-carrier -- THEY ALL LOOK THE SAME -- plainclothesmen carrying guns.

You get robbed? Who knows if the robber is an ordinary criminal, or cop, or an NBI, or a deputized civilian agent, or an intelligence agent, or a licensed gun owner? You wouldn't know because they all look the same -- plainclothesmen.

Our gun-carry policies and practices are very loose. We are like a wild-wild west!

A guide to legally acquiring a firearm in the Philippines

Here is a simple but very useful guide to legally acquiring a firearm in the Philippines.

It assumes that you will be using this firearm for legal purposes and are also legally staying in the country.

I wrote this as an effort to show others that gun ownership is not as arcane a process or as impossible as many people think.

1. First get some ID photos taken, get at least eight 1x1" and 2x2" color photos.

2. Go to your nearest police station and get a police clearance specifying that you need it for a firearms permit. They will charge you a bit more for it because the government thinks that if you have enough money to be spending on guns you probably can afford luxury and are thus charged more. This will cost you about 100 pesos and another 50 if you want to get it right away.

3. Once you get your police clearance proceed to your city hall and pay your income tax and get a class b tax payer's certificate, bring this to the mayor's secretary and apply for mayor's clearance (20 pesos) then proceed to the court docket and ask for a court clearance (another 20 pesos).

4. Go to an accredited instructor and get a certificate of attendance in a safety course appropriate for the firearm you intend to get. This can cost anywhere from 350 pesos to 700 pesos.

5. Go to Camp Crame and bringing with you your class b tax payer's certificate apply for a DI C2 clearance, 80 pesos.

6. Get neuro tested and drug tested, take the results including the PNP receipt. 600 pesos is the going price for the two tests.

7. If you have paid taxes and have tax return forms for them bring them with you, otherwise produce a notarized certificate of employment.

8. Bring all of these documents to the gun store including the money for your gun and pay for it. In about three weeks you should be getting a call asking you to pick up your shiny new gun.

If you have noticed, the .ph government seems to think that one has to prove innocence before being allowed to have a firearm, though I understand their concern, the burden of proof should be put on them rather than the citizens. For example, they should perform the needed BG checks instead of sending you to all these places just to get the documents.

If you are too lazy to do all this, most gun shops allow non appearance processing of papers but they will charge you on the average of 4,000 to 6,000 Philippine Pesos. Today it is about $1:PhP51.944 more or less.

FEARLESS ANTI-CORRUPT REPORTING SYSTEM

PNoy, isa sa mga effective solutions sa corruption ay demokrasya, wherein ang mga tao ay malayang at maalam mag-report ng corruption that they personally witness. Mahina ang demokrasya natin kung ang tao ay natatakot mag-report. Dalawa lang ang pwedeng solution nito para mawala ang takot ng mamamayan. (1) Effective Witness Protection Program, and/or (2) Tighter Gun Carry/Ownership Policies. Wala akong naaamoy na ang administration mo ay naka-incline sa dalawang solutions na eto. AWARD AND INTEGRITY INSIGNIA SYSTEM

PNoy, hindi naman lahat na government employee ay corrupt na tumatanggap ng lagay. Merong ding matuwid at mga tapat sa serbisyo. Sa aking nakikita, merong effort ang gobyerno na kilalanin ang mga corrupt, pero nag-kulang ito ng pag-kilala at pag-bigay ng parangal sa mga hindi corrupt. Ang suggestion ko ay isang malawakang Award and Integrity Insignia program para sa mga kawani ng pamahalaan na makapag-report at makapag-pigil ng actual na bribe offer. Call for Support for The One President

One friend in the Erap Camp who really really really hates Noynoy asked me, "John, during the campaign , you were the best in mudslinging Aquino, Gibo and Villar. Now, why, all of a sudden you like Noynoy and is helping him"? I answered: "well, during the campaign, our democracy allows us to choose who we like among the candidates; but now, we only have one President. It's like a father, you only have one, so you have to stand by him. We have one nation, one President, and we can move this country to progress faster if we stop fighting and consolidate our strengths. It is a win-win thing."

We all help in our little ways. Some of us who are good in finding faults, please do continue finding faults in the system so we can make corrections. For the timid ones who will just cry when they are afraid, please do continue praying. For those who are gifted with strategies, techniques, and tactics, please don't hesitate to say your suggestions. For those who are indifferent to the political issues, please do help in small things like not jay-walking. For those who won the election, please reach out to recruit those good people outside your party-support-system, for they too can be of very big help for this country.

PNoy got all the willing hands. Ang masama eh he's just choosy on where the help is coming from. "Walang tiwala" kumbaga. Pero pwede ring hindi niya alam kung sino mga eto dahil hinaharang ng mga campaign supporters niya. Maari rin na wala siyang talent scout. Yung ka-alyado lang sa campaign ang nilalagay niya sa mga command posts. So, yung ibang magagaling na gusto na sanang tumulong sa kanya eh nagsi-balikan na sa kanya-kanyang campo, at nag-coconsolidate na ng opposition.

Dahil sa PRIDE and self-claimed HOLINESS, hindi sumang-ayon si PNoy na magkaroon ng JOINT SESSION ang outgoing Cabinet and incoming Cabinet. Ayun, ang resulta nangangapa sila ngayon sa mga pipeline issues. They came in without mentor. First 100 days sinasayang ang pera ng gobyerno sa trial and error.

PNoy May Have Command Responsibility Over Hostage Fiasco

One of the Procedure and Rules of Engagement in hostage negotiation is NEVER PROVOKE the hostage taker. Kung sino man ang nag-mamagaling na SUPERIOR ng negotiator na nag-violate ng procedure ay hindi pwedeng palampasin na walang Command Responsibility and Liability.

PNoy was with Mayor Lim in Emerald Restaurant when the latter instructed the Ground Commander to harass the brother of Mendoza. If Emerald was their COMMAND POST, then there must be a chain of command from the President, through channels, down to the assaulting policemen. If there is a clear chain of command, there is what we call COMMAND RESPONSIBILITY, wherein the highest in command is liable for the fiasco.
