"Bangsamoro" means Mindanaoans regardless of religion


This is the Coat of Arms of the MORO NATIONAL LIBERATION FRONT (MNLF). I thought "Bangsamoro" means Moslem. I was wrong. It was only recently that I realized that Bangsamoro means natives of Mindanao, people who are born in Mindanao regardless of religion.

It is just coincidental that the MNLF are mostly composed of Moslems because during the time Mindanao started a struggle for independence in 1968, led by Nur Misuari, most of its leaders are Moslems. At present, the MNLF already have Christians and Lumads in its leadership and membership ranks.

Technically, I am a Bangsamoro because I am born in Mindanao and I am a Christian.

There seems to be a very valid reason why the MNLF continues to struggle and grow. While Mindanao is rich in natural resources, it is home to seven out of ten poorest provinces in the Philippines as evidence of neglect by the Philippine National Government. Below are the poorest province in 2003 in terms of poverty incidence of families:

1. Zamboanga del Norte (64.6%)
2. Maguindanao (60.4%)
3. Masbate (55.9%)
4. Surigao del Norte (54.5%)
5. Agusan del Sur (52.8%)
6. Surigao del Sur (48.6%)
7. Misamis Occidental (48.1%)
8. Mt. Province (46.7%)
9. Biliran (46.5%)
10. Lanao del Norte (46.5%)

Therefore, I must assert from now on that any remarks that uses "Moro" or "Moros" and equivocate it with savagery is a racially discriminating remark against the people of Mindanao.

Cancer Removal by Amputation

Despite recent change of Administration, there is a growing desperation and frustration of people who are AWARE of the problems in the Philippines. I have come to the point that I realize that government is not the solution to the problem, because government is the cause. The people is eager for change and participative in suggestions, but the government is incapable of correcting itself.

A blood that flows from the government is a blood that flows from the people. Hurting the government is hurting ourselves. There has to be a mechanism that will make government CORRECT ITSELF through a quick virus removal process with a minimal margin of error. Ang "due process" ay hindi mabagal.

Minsan, pag merong cancer ang paa, kailangan putulin eto para ma-salba ang ibang parte na pwede pa salbahin. Kung persistent na ang poorest provinces ay nasa Mindanao dahil sa kakulangan ng attention ng National Government, baka dapat na talagang pakawalan ang Mindanao.

Should OFWs Support VP Binay?

As you all know PDP LABAN is the party of the Vice President, who also happens to be the OFW Czar. We understand that most Filipinos have a family member and relative abroad, and we would want to make things easier for our brothers and sisters. In my perspective, VP Binay is the housing czar, who at present, has not yet taken any action to disallow the toleration of PAG-IBIG on real estate developers who use unlicensed real estate practitioners victimizing a lot of OCWs. This has to change. I have already alerted Binay to issue a Memo to Review the Accreditation of real estate developers and cancel the accreditation of those who are found to have violated the RA 9646 and PD957. Our Party General, JDV3, will personally take care of it.

The VP is the housing czar, so I assume he knows PD 957 and RA 9646. He can use the standard Explanatory Notes of RA 9646 and PD957 to support the Memo.

The Globe Asiatique Scandal is a disastrous result of absense/fraudulent Due Diligence Process -- the developer utilized and manipulated an unlicensed real estate agent. A very huge portion of the real estate buyers are OCWs, we have to protect them, and we are lucky we have existing laws, we just have to implement them. PAG-IBIG will play a very big role in prompting the developers to professionalize their marketing departments as mandated by RA 9646.

The Globe Asiatique Scandal is just a sampler. We can explode more similar scandals if we want in the future. And if Binay will not sign the Memo, we'll gonna say that we already warned Binay about the colorum practices and Binay is to blame for not aligning PAG-IBIG with the RA 9646 and PD 957.

By the way, there is a major gathering of newly licensed brokers on 29 Nov where those first batch of licensees under the PRC will have their oathtaking. I will be going there to distribute fliers on my Platform for the formation of the Integrated Professional Organization of Real Estate Service Practitioners. I hope before the day, Binay's Memo is already signed.

The PAG-IBIG Fund of VP Binay plays a big role in the proliferation or prevention of unlicensed real estate practitioners (colorums). When VP Binay signs the proposed memo below, I will reconnize him as CERTIFIED CONSUMER PROTECTION CZAR in the real estate industry. This memo will be one of his greatest help to the OCWs.

1. To protect the real estate consumers and the public fund, Pag-Ibig Fund, National Home Mortgage and Finance Corporation, and Home Guaranty Corporation will no longer approve accreditation to real estate developers who sell their projects using marketing agents who are not duly licensed and registered by the Professional Regulations Commission under the rules of Republic Act No. 9646 and Housing and Regulatory Board rules on Presidential Decree 957.

2. All developers who are currently accredited will be reviewed on their compliance to RA 9646 and PD 957. Accreditation of violators will be revoked.

Disallowing BusAds May Help in Solving Traffic Congestion

PNoy, dahil natuwa ako sa stand mo sa WOW Philippines, bigyan kita ng bonus suggestion to control traffic jam. Makinig ka ng mabuti. Silipin mo yang Advertising Contract ng mga bus na merong Bus-Ads. Kahit walang lamang pasahero, tatakbo yan sa EDSA dahil "bayad" na yan at kailangan nila mag-comply sa conditions ng contract na dapat aanadar sila for a certain number of hours a day --especially RUSH HOURS. Ipagbawal na dapat yang Bus-Ads.

Ibat-ibang suggestion, bawat isa ay porsyento lang ang impact sa buong solution. Pero dapat suggestion ay bigyan ng pansin. Tinambayan ko na yang EDSA at pinagmasdan ng ilanhg oras. Ang napansin ko lang maraming bus na umaandar na napaka-konti ng laman kahit rush hour, ang napansin ko etong mga bus na eto nakabalot ng Bus-Ads. Bahala na ang MMDA mag-isip ng solution sa nakikita kong problema. Kung gugustuhin, maraming paraan; pero kung ayaw, maraming dahilan. Ang suggestion ko, ipagbawal na ang pag-balot ng Ads sa Bus.

By the way, I have an issue and a question. Most of the traffic jams are caused by a minor scratch of the bumpers of two cars who slightly collided. They cause traffic jam because they stay in position in the middle of the road waiting for Policeman to investigate. How do we reduce the time for this time wasting bumper to bumper scratch investigation?

Meron nga ako nakita personal, minor scratch lang, nung lumabas ang naka-civilian na mataba na driver ng private car eh merong sukbit na baril sa waisteline na napaka-obvious dahil sobrang-napakahaba ng magazine. Ayaw umalis ta ginta ng kalye -- traffic jam ang haba.

Traffic jam .... all because of a minor BUMP on a BUMPER. Maybe people have to be educated on what is the purpose of a bumper part of the car.

Controversial Philippine Tourism Slogan

Hindi naman yan plagiarism kung ipagpatuloy ng bagong administration ang DOT slogan ng nakaraang administration.

Sa pandaigdigang paligsahan ng brand-name recall ng tourism slogan ng mga bansa, ang contest dyan eh patagalan ng pag-gamit ng slogan. Hindi pwede mag-palit ng slogan na basta-basta na lang. Lalo na kung na-establish na ang recall ng tao sa brand name na yan, hindi pwedeng palitan yan.

The idea of changing "Wow Philippines" is similar to the idea of changing "Malaysia Truly Asia". Sa marathon pa, para tayong mag-restart after na mahaba na ang natakbo natin -- ma-iiwan tayo nyan ng milya-milyahe. Meron nang momentum ang WOW Philippines, let's take advantage of its momentum and intensify the advertising even more.

Ang isang bansa na nag-papalit ng tourism slogan ay palatandaan na compirmadong bumagsak ang image nito kaya siya nag-palit.

Sabihin mo sa DOT Secretary na hindi kailangan meron siyang "bagong" idea para ma-appreciate siya bilang isang mahusay na lider. Mas ma-appreciate siya kung meron siyang idadagdag na ideas at meron siyang enthusiasm na i-implement ng tuloy-tuloy ang mga tourism advocacies na matagal nang maganda ang andar.

Bilang Filipino, diba foreigner tourist ka sa Malaysia. Ano ang impact sa taenga mo kung ang tourism slogan ng Malaysia ay "Malaysia Bagus" (which means Beautiful Malaysia)? Ganun din ang impact sa mga foreigners pag ang tourism slogan natin ay "Pilipinas kay Ganda".

I asked a foreigner about his first impression of the slogan "Pilipinas kay Ganda". He said "Philippines is like Uganda". Gandah is a place in Uganda Africa. I asked him again about his comparison of the slogans "Malaysia Truly Asia" and "Wow Philippines". He said that Wow Philippines is easier to recall and more attractive. He had been to Malaysia twice and Philippines once. He said that while in Philippines, his humanitarian and charitable heart was awaken from 50 year dormancy -- he said that not only the poor people beg like flies but also the government employees and taxi drivers, and the kids walk around in the streets NAKED just like in Uganda.

Ang Tourism slogan ay parang label ng canned good lang yan. Ang importante, siguradohin nyo na pag binuksan nga nakabili ang delata, eh magiging satisfied siya sa laman. Kailangan din ng GOVERNMENT WARNING ON TERRORISM ang label ng delata, lalo na na sa buong Pilipinas eh maraming nagdadala ng baril na hindi naka-uniporme ng pulis at walang epektibong checkpoints.

WOW PHILIPPINES okay na yan. Pero kung papalitan nyo, ang mga sarcastic suggestion ko:

Ang dapat palitan na WELCOME statement eh ang MABUHAY. "Mabuhay" means LONG LIVE! Ginagamit yan ng mga rebolusyonaryo noon, sinisigaw nila after ng meeting or after magsalita ang lider nila. "Mabuhay" dahil nasa bingit ng kamatayan ang buhay ng mga rebolusyonaryo.

Ehhh pag sinabihan mo ng "mabuhay" ang foreigner eh mag-tatanong yan kung bakit nasa bingit ba ng kamatayan ang buhay nya pag-dating niya sa Pinas? Well, pwede rin siguro dahil talagang nakakatakot maging tourist sa Philippines, mula airport hanggang jung saan ka mapunta eh maraming gutom na Pilipino na para bagang gusto kang kainin na buhay.

Demographic Governance Forum

This morning, the watchdog attended a forum of Demographic Governance. It was attended by less than a seventy people, so short of a democracy.

The RH Bill lobbyists on the stage were former Senator Vicente Paterno, American Dr. Malcolm Potts of Bixby Center of University of California Berkeley, and his wife American Dr. Martha Campbell. While seated at the front table, I am at close range to an old politician who claims he is now a "businessman" and two white Americans who wants to depopulate the brown/black race, who are IGNORANT of the sustained Population Program of Philippines since the creation of Philippine Population Commission in 1970.

The Forum includes an Interfaith Dialogue on Family Planning and the invited participants are from UCCP, Iglesia ni Kristo, CBCP/BBC, the muslim community, indigenous faiths, and religious groups, and Atheists. Perhaps they invited me to represent the Atheist.

In my knee-jerk impression, it appears that the lobbyists of the RH Bill want the government of the Republic of the Philippines to issue a "blank cheque" to DOH for the advertising and procurement of commercially produced artificial contraceptives. They want public to pay for a private good.

Sorry, I don't agree that public buys an idea and product without price tag.

By the way, it is not true that the advertising of family planning method in the Philippines is not allowed as one of the speaker emphasized on the topic about barriers to family planning. You can see condom and birth control pills advertising everywhere in the Philippines -- you can hear it on radio, you can watch it on TV, and you can see it even on bus ads and big billboards along main thoroughfares like EDSA.

I believe that private companies selling contraceptives may continue advertising their products in the Philippines. But sorry, I don't agree that government should pay for the advertising expenses. They should also realize that there are no radio and tv signals in the remote places where most of the poor people live. They might as well also consider FM/AM Radio and TV antenna, transmitter, and repeater tower projects.

I am PRO-CHOICE. The choice of people should be demand-driven, not supplier-driven. The suppliers of commercial/artificial contraceptives can make their products available in pharmacies. But the consumers has to be the ones who will make a choice based on their doctor's recommendation and also their budget. If the suppliers want to advertise their product, no problema, it is liberalized, but I don't agree with the lobby to use public/govt fund for the advertising.

The poor have less resources to spend for diversified entertainment. That is why they spend more time having sex than doing something else. I would also recommend to the producers of artificial contraceptives to produce a drug that is opposite to Viagra. Something like a Sex Appetite Suppressant Pill or Anti-Libido Pill. The pill could be recommended to be taken by the gentleman during days when the lady is hot (fertile) -- I hope the product will not face protest by womens groups who want to protect their rights to sex pleasure.

Please replace the statement "the poor has no access to reproductive health facility" with a more technically correct statement: "the poor cannot afford artificial/commercial family planning method". ACCESS is so different with AFFORD. When you say "no access", it would seem to appear that there is some sort of a restriction or disallowance. By the way, the natural family planning method is a form of reproductive health facility that can be freely accessed by everyone.

RH Bill is good as it says that it intends to target the poorest of the poor. In my opinion, RB Bill lobby energy should be refocused into Municipal Ordinance lobbies, targeting only and specifically the poorst of the poor municipalities.

The RH Bill lobbyists ridiculed the Manila City Ordinance No 003 that bans artificial contraceptives. All I can say is, perhaps they forget that the City of Manila is the location of the Seat of Power, its population is generally classified as "rich and educated", it is a Class-A city, and home to many Universities. The lobbyists should be reminded that the target of their population control drive are the poor.

I would suggest an option to pilot test the RH Program in a poor province first, say Zamboanga del Norte and Maguindanao, an experiment to be funded by the private proponents of the Bill, in this case the multinational companies producing the artificial contraceptives. Bill Gates, the richest man of the world is funding Bixby Center in relation to its advocacy on population control in Africa. If after five years the program will show a guarantee of success in fulfilling its original mission to improve the income distribution of the population in the pilot province, then we can proceed with its application on a nationwide scale, perhaps the Philippine government can contribute some money.

If I were given more time to react during the Forum, I would have suggested as to where they should focus their RH advocacy. In an article titled "Poverty map shows poorest RP provinces", published by Inquirer in April 2008, it says that in terms of poverty incidence, Zamboanga del Norte topped the list with 64.6 percent of families living below the poverty level, according to the latest 2003 government figures. Following Zamboanga del Norte are Maguindanao (60.4 percent), Masbate (55.9 percent), Surigao del Norte (54.5 percent) and Agusan del Sur (52.8 percent).

After looking at the programme of the forum, I figured out that the afternoon session is worth skipping because I believe it is pointless to discuss population control in the various religious perspective. Also, participating any further would be unecessary if they won't answer my question as to how much public investment the Philippine government is facing in the RH Bill.

If the 560,000 abortion rate/year data presented by the RH Bill lobbyists is not bloated, and the alleged 83% Catholic participation in the abortion rate is not superficial, then I believe bringing up a religious debate on morality of artificial family planning method is like arguing the morality of jay-walking with a mass murderer. Both sides are ridiculous. The lobbyists of the RH Bill is free to choose the divided opinion of the religious as their conveniently manageable opposition and weak opponent, but I won't waste my time to bite the bait.

The biggest opponent of the RH Bill are the defenders of public fund like me. In that forum, the lobbyists refused to answer my question on how much public spending, in terms of millions of pesos, does the lobbyists want for the government to spend for advertising and procurement of artificial/commercial birth control pills and gadgets.

Do I agree to the health objectives of RH Bill? YES

Do I agree that government should spend for the advertising and procurement of commercial/artificial family planning devises? NO

MY IMPRESSION ABOUT BIXBY

The global advocacy group behind the Population Control Program in Philippines is BIXBY.

Bixby is one of the biggest fronts of this Brown/Black Depopulation Program of the Americans that is heavily funded by a white Billionaire named Bill Gates.

Read the Bixby Center program at http://bixby.berkeley.edu/ The pictures alone appears to me that they are only targetting the brown and black. I will only admit that I am wrong with my impression if I will see that Bixby will be spending depopulation program INSIDE AMERICA.

I am not arguing to the extreme, as some seem to allege and twist that I am saying that the Americans want to ANNIHILATE the brown and black race. I did not say annihilate. What I am saying is, the Americans want to DEPOPULATE the brown and black race.

The Americans feel fine having browns and blacks around, but they just feel that they have enough of them to share in the consumption of oil. That is why they want to depopulate the earth, and their target are the brown and the blacks.

MY POSITION

1. I believe that people should be conscious in carefully planning the number of their dependents, with due consideration on the factor called "affordability". But I don't like the term Population Control Program. The word Control is very hostile and inhumane. I want it replaced with something like "Population Moderation Program" or "Population Rationalization Program".

2. Without no allowable margin of error, the Philippines should not target the rich cities in it's Population Moderation Program. We want those who can afford to raise children to bear more children and populate the Philippines in the future. I want sustainable replenishment of the Filipino population with quality in mind. If you are well-off, educated, good values, and endowed with resources, I believe it is your patriotic duty to contribute to the sustainable relacement of population of the Philippines in the future.

3. My message to the Americans, "please do not intrude our sovereignty in Philippines. Especially in your Brown/Black DePopulation Program. If you want depopulation to sustain global consumption, do it to your country first." If you insist on depopulating the brown and black race, we will retaliate. If you don't want a war of survival of race, please stand down.

4. The government should not spend a centavo for artificial contraceptive advertising. Advertising means the demand is yet to be induced. No one will get FREE artificial contraceptives from the government. Primarily because there are available natural methods for FREE. Artificial Contraceptive is a private good. It is not a public good. No public fund should be spent to advertise a private good. No public find should be spent to give-away private goods for free.

CONDOM IS NOT A DEMAND-DRIVEN PUBLIC GOOD

Why advertise if they say they already have a demand by the poor people? Why advertise if you want to make it available for free?

If they want to make it free, they should be able to tell HOW MANY is their target beneficiaries, WHERE are these target beneficiaries, HOW do they intend to get a list of individual voluntary demands, and HOW MUCH would they want to government to partly spend per person who wants it? These are questions they cannot answer.

If you want Cervix Cancer Vaccine for the poor, I am willing to give. Just give me a list of beneficiaries first, duly certified by their respective doctors. And the government should not pay the whole amount because we are talking about a private good here. The beneficiaries should at least pay for a portion of it.

Now, what is this thing I call "Demand-Driven" if DOH wants to give contraceptives to the poor people. Ang gusto ko, para abuse-proof, dapat merong Prescription ang Doctor sa Patient. Dadalhin ng Patient ang prescription sa DOH. Then mag-iissue ng Voucher ang DOH in favor of the accredited Pharmacy. Dadalhin ng Patient ang Prescription and Voucher sa pharmacy and she gets the thing for free or discounted price. Ganito ang sinasabi ko na DEMAND-DRIVEN. Hindi pwede na ang DOH ay bibili ng bulto-bulto.

Pero, as a politician who represent the interest of the masses, I would like to make it clear ha na dapat may "pag-kukusa". Dapat ang Patient ang kakatok sa pinto ng gobyerno para humingi ng tulong kung paano mapigilan ang pag-dami ng kanilang anak. Pag kumatok ang patient, at ma-determine ng gobyerno na wala siyang financial means, dapat ang gobyerno ay pwede mag-issue ng voucher na i-honor ng Pharmacy.

Hindi ako pumapayag na ang gobyerno ang kakatok sa bahay ng mga mahihirap para kumbinsihin sila na gumamit ng artificial contraceptives. Hindi rin ako pumapayag na ang gobyerno ay gagamit ng tri-media to convince the population to use artificial contraceptives.

Advertising should be left alone to the private firms who market those artificial contraceptives.

In the debate on the RH Bill, you will notice that the Pro-Condom mentions the word condom a hundred times more than the Anti-Condom. Clearly, you can see Condom Product Consultants, Condom Marketing Specialists, Condom Promodizers representing the RF Bill proponents.

Condom is AVAILABLE in pharmacies in the Philippines fo over 50 years already. It is available, it can be bought without prescription by anyone without age limit.

THE PROSTITUTES


Prostitution is illegal in the Philippines. Most prostitution areas are controlled by highly organized crime groups. This sector is not poor.


When I heard someone argued that prostitutes should be given access to condom, the stupidity of the argument just silenced me. I don't think the prostitutes cannot afford condoms. I don't think the government should buy condoms in bulk and give it for free to prostitutes.

Someone says that the prostitutes wants to buy but they just refuse to buy, they want it for free. Ohhhh I can afford to buy mineral water but I refuse to buy. Does it mean government should subsidize mineral water? The argument is the same.

Look, if the prostitute don't buy condom, it is already a negative-one-point on the demand of condom. If the sex happened, it becomes a negative-two-points because you also have to consider that the customer of the prostitute did not buy condom.

If they don't buy it, it means they personally feel that they don't need it. If RH Bill proponents insist they buy it, the proponents are like an externally insisting genious of unsolicited idea. If people get AIDS becuase they felt they don't need to buy condoms, well, personally, as an economist, I have less compassion for them and I believe public fund should not be spent for them. Public fund on health will be used for those who don't want to do stupid things that might get them into illness.

The poor knows what they need to survive and they are asking for something else. Condom and other artificial contraceptives is not in the list of what they ask for.

If your target is the poor to have access to artificial contraceptives, the prostitutes should be out of the group to benefit from Condom Discounts because they are not poor.

ON THE ISSUE OF VASECTOMY AND LIGATION


The capability of our men and women to bring forth children is an issue of national security. Pag magka-giyera, maraming mamamatay, kailangan natin ng replacement ng population. Isang reason eto kaya ayaw ko ng government funded surgery to permanently vasectomize/ligate our people.

Matagal nang legal ang vasectomy sa Pilipinas. Pero hindi ako pumapayag na gobyerno ang dapat gumastos ng advertising and surgery nyan, mas lalo na pag walang DOH certification na indigent ang tao.

W.we will make a solid stand that public fund should not be spent on private consumption. Artificial contraceptives, specially intrusive surgeries like vasectomy and ligation, is clearly a private good.

POPULATION DISTRIBUTION

When it comes to injecting policies to correct the lumping population at the centers and encourage movement of population back to the peripheries, the greatest tool you have is an increased rural infrastructure projects. NCR is the home of the high-quality Filipinos who can "afford" to raise children -- it should not be targetted by population control.

For the informal settlers in Metro Manila proliferates because of (1) improperly calculated low minimum wages they can't daily afford home-to-work fares, (2) irrational pro-poor compassion of some groups specially the church, (3) lack of LGU Political Will, and (4) failure of the Real Estate service sector (my sector) in providing property management services to vacant lots.

PEOPLE ARE EMBARASSED TO BUY CONDOM

People are embarassed to buy condom because it is shameful. The embarassment is not on the religious sense.

The embarassment is when your fellow customers in the pharmacy will look at your butt and face if they hear you are buying condom at the counter. The mind of the fellow-customers are: "ohhh I wanna see tha face of this guy or girl who is gonna have hot sex today".

Sex is a very interesting and curious thing for everyone. You can't help to be curious when a pretty lady comes to the pharmacy counter and buys a condom.

KEEP THE CHURCH AWAY FROM THE DEBATE


My advise on the debate is simple. Keep the church away from the debate. There is a constitutionally guaranteed freedom of religious dogma and practice. Their doctrines don't easily change for centuries. So, please stop on hitting and awakening the church on the condom debate because once it becomes a constitutional violation issue, the RH Bill and all it's good components will completely go down the drain. Remember in Philippines, the churches are so influential, they were even able to convince the government to exempt their lands and business operation from taxes.

You know, I have debated on this RH Bill for a very long time already. I have entered many discussion threads and groups. What strikes me most is the participation of one lady who said she is a provider in Community Helath Care Center in a heavily populated area, she was a strong advocate of RH Bill. But when I told her, I am going to donate P1M in your Center, but you have to tell me the order of priorities of the ITEMS you need. Surprisingly, artificial contraceptive is not on her list, and I reminded her about it and she insisted that she will not put it in the priority list.

I support educating people about artificial contraceptives, I support the continuity of liberalized access to artificial contraceptives. But if you ask me in the end of your salestalk if I am willing to allow Public Fund to be spent on a non-demand-driven and a non-priority private good, I would say NO. Let the users pay for it, or let Bixby pay for it, but never the government.

Sabi ko nga ang Population Commission nandyan na yan since 1970. Meron nang Family Planning Advocacy Program since 1970, at walang tigil yan sila sa kaka-lagay ng posters sa buong bansa about different kinds of artificial contraceptives. We are still funding PopCom at present. So, useless talaga yang RH Bill. Ang hidden motive lang ng RH Bill ay para ma-justify ng national government (DOH) to buy bulk contraceptives from Bixby (US Lobbyist) to the tune of P50Billion within the next 5 years. Commission ang motibo ng RH Bill.

There will be no RH Bill implementation in ARMM territory because they don't want it, it is against their religion. If you insist, then put your action where your mouth is, be brave, be at the front line to do that RH Bill thingin the ARMM so you will know what lessons you have to learn the hard way. And don't call the Muslims "radical" if they will not accept your unsolicited advice on how to improve their lives, you are just bitter.

The MNLF also have Christian members, in fact MNLF have more Christians than Muslims. In our territory, which is the entire MinSuPala (Mindanao Sulu Palawan) if the Christians will say that they don't want artificial contraceptives, then the Philippine Government have to respect it, or else it could become a cause of armed conflict between the Govt and the MNLF.

Radicalism is when you press your idea in the throat of people who does not want it for some reason. In some places, you are tolerated when you are disrespectful, but in Bangsamoro Land you will be exterminated if you disrespect people's religion.

Therefore, when we talk about the possibility of Phil Govt full subsidy of condoms, you can only play with that in Visayas and Luzon. Never in Bangsamoro Land.

I have no problem with Healthcare, whether reproductive or anything else. But any individual person must be respected when decisions have to be made on his own body. Any family or group of persons must also be respected if they don't want it on the basis of their religion. If the individual person don't want it, then anyone who force it into him/her will be called an aggressor and will surely be dealth with accordingly.

As I said, my proposal is to use a voucher system. If the indigent individual, after consulting with his doctor, decides to get an artificial contraceptive, then the doctor can give him a complimentary ticket (like a prescription) so the patient can voluntarily get it from the pharmacy at full subsidy or discount.

And we go again in circles, Govt will not subsidize a private good. So, the question now is who will subsidize it?

For me, the RH Bill debate is not about pro-life and anti-life. It is about rational allocation of public resources. If you have 50 Billion Pesos, would you spend it in purchasing condoms to give for free to the population or spend it in building 250,000 classrooms to fulfill the backlog? If you like RH Bill, the govt will buy 2.5B packs of condoms and give 125 packs to each of the 20 million Filipinos active in sexual intercourse. ON DONDON LANUZA CASE
Noynoy Aquino (P-Noy) [Adm-01]. 17 November 2010.

We just got word from the Department of Foreign Affairs (DFA) that they are closely monitoring the case of Mr. Dondon Lanusa.

From the DFA:

For instance, in the case of Mr. Dondon Lanusa, the Philippine Embassy in Riyadh hired a private defense lawyer to ensure that due process is observed and that Mr. Lanusa is given his day in court.

A formal letter was written during the previous administration to Prince Mohammad bin Fahd seeking to spare the life of Lanusa. The Philippine Embassy in Riyadh is also in constant communication with the victim’s family to convince them to grant forgiveness and settle the private aspect of the case.

Mr. Lanusa was arrested for the death of Mohammad Al-Qahtani on August 10, 2000. The Dammam Grand Court found him guilty of murder and sentenced him to death by beheading last June 10, 2002. However, the implementation of the sentence is suspended until the minor son of the victim, who is now 10 years old, reaches the age of majority.

Note: The DFA and the Philippine Embassy in Riyahd continue to extend assistance to Mr. Lanusa and work for the grant of pardon for him, by his victim's family as well as by the Kingdom of Saudi Arabia.

Malfunctioning PNoy

Sabi ng matanda na nakasabay ko sa banko, ang pagka-panalo daw ni PNoy ay para daw siyang bumili ng isang prudokto na napakaganda ng packaging, may band-wagon buyers pa, pero nung bumili siya at ginamit eto, napansin niya na hindi uma-andar at depektibo. Ang problema eh walang after sales service and no-return-no-exchange ang policy.

Diba ang Presidente eh pinupukpuk ang mga departamento ng pamahalaan para ipatupad ang batas? Parang walang Presidente ang Pilipinas ngayon. Hindi ko ramdam.

Philippines -- Top 5 in Murders with Firearms

Philippines ranked #5 in the statistics of Murders with Firearms according to the Eighth United Nations Survey on Crime Trends and the Operations of Criminal Justice Systems (United Nations Office on Drugs and Crime, Centre for International Crime Prevention, 2002).

In my opinion, the Philippine government is ineffective because gun permit applicants can openly pay bribe money, through legitimate gun dealers, to grease the smooth release of permits without passing though proper compliance of regulatory controls of qualifying requirements. Over 1 Million firearms on the loose and unaccounted according to the Philippine National Police; and these loose firearms are used in 99% of crimes. There is also no FIREARM OWNERSHIP TITLING AND REGISTRATION SYSTEM in the Philippines -- the country only have licensure system for possession and carry.

I told him: "Isama mo na rin ang TISSUE sa mga toilets ng government facilities and schools na punong-puno na ng patong-patong na nilalangaw na ebak."

Don't Deal With Fixers

In almost all Philippines government front-line services, you can find huge posters: "Dont Deal with Fixers". Nice advocacy. The posters I saw are already dilapidated as it had aged on the wall, yet the warning still holds true because the fixers are still there. The fixers aged with the posters.

Trust me, after PNoy finishes his term in 2016, the posters could be new, but the fixers are still there. Wanna bet?

Advocacy for Change Starts in One

One most important thing that Christians must learn is how Jesus Christ started as an advocate. Jesus did not start as a group of persons having a common objective. Jesus started his advocacy of love ALONE.

All individual wants a better life; but collectively, as a society, most people does not like "change" especially those who are currently rich. In fact, people have many times collectively gathered to demand governments to torture and execute individuals who have become prominent in preaching ways to cure the cancer of society.

Genuine advocates are gifted with extraordinary bravery and passion. For genuine advocates for change, not being heard is more painful than torture to martyrdom.

Most advocates for change suffer economic loss during their time because people are hesitate to trade, deal business, or patronize their products or profession. The hesitation is a result of fear of getting associated with someone who is hated by society for the change that he advocates.

However, in the modern world that we live now, advocacies spread fast and private/corporate donations to the cause has helped a lot in the success of the advocacies.

Each one of us has advocacies for change in our heart. Some of us feel strongly supportive on environmental protection advocacies. Some on human rights, some on religious evangelism and missions. Some on direct charity to the poor. Some on population growth control. Some on gun control to eradicate gun-aided crimes. Some on cigarette control to eradicate tobacco-related illness. We just dont talk and feel about it without supporting the systematic activities of the advocacy.

Each one of us will benefit from the advocacies of change. It is not good if we are all free-riders beneficiaries of the benefit of change. Each one of us have to give voluntary contribution to individuals and organizations who are brave enough to spend full time in forwarding our favorite advocacies. As members of society, if we want the change we want to move, we have to give support to our favorite advocacies in terms of literary contribution, manpower during rallies, and most important is fundraiser.

These advocates comes in various forms and personalities. Some works for big Non-Government Organizations (NGOs). Some are highly paid media practitioners. There is no need to donate funds to these advocates.

The most important types of ADVOCATES that we need to FINANCIALLY support are those independents who are not tied up to the dictates of any manipulative corporations or personalities. You can find these fund-needy yet very effective advocates as internet bloggers, commentators of issues discussed in social networking sites, doctors who always go out on charity medical missions, academecians who do extention work, preachers who teach values house-to-house, soldiers who want change in their commands, whistleblowers who expose graft and corruptions, witnesses of crimes, and even new aspiring politicans.

Never support nor vote for a candidate for legislative position (Congressman or Senator) who has no advocacy or weak passion on his/her advocacy. Never Support or vote for a candidate for executive position (Mayor, Governor, President) whose personality has tendency to fall short of political will to execute the mandates of the law.

In this world, very few individuals are brave enough to advocate real change. Out of this few, you can only pinpoint one or two rare individuals who are willing to die with their advocacy.

We at present are beneficiaries of advocacies in the past. It is the future that benefits from present advocacies. Lucky are those who advocate change within the institution of the church -- they are connonized as Martyrs and Saints. Lucky are those who advocate change in form of arts and letters -- they are immortalized by the academe. For the advocates whose mere talent is only talking, their advocacies die undocumented. For the future generation to benefit, it is important that the advocate leaves behind traces, footprints, and documents of the arguments of his/her advocacies.

I was once asked, "Sir John, if you lived during the time of Jesus Christ, would you join the people power rally to crucify the man who advocated a major change, or you would be one of his apostles?"

My answer was: "I would be John the Baptist; the first to confirm that Jesus is Christ as he pronounced the now popularized statement saying 'Behold the Lamb of God'. John the Baptist lived as a political exhortationist during the time of King Herod and his wicked wife Heroditas. John the Baptist was executed under a political sword, they cut his head off and placed on a platter, and presented it as gift by Herod the Great to his wicked wife Heroditas who hated John the Baptist because of his exhortations."

Why Finish College if you can Buy Counterfeit Professional License

The Filipino professional workforce has lost integrity because of laxity of the government in enforcing licensing requirement in professional practice. Counterfeit PRC Cards and Certificates can be easily bought in the sidewalks of Recto and Quiapo near Malacanang. Unlicensed Real Estate Agents in the malls are free to prey on consumers in the open. Unlicensed Dentist Clinics are easy to find, just ask the tricycle driver. The government is not doing its job on maintaining quality control and integrity of the nation's professionals.

Why finish school if you can get a professional license at the sidewalks? You can just use the internet to self-study the trade and craft and you are all set and free to practice the profession without license -- you can even get a business permit from the Mayor's Office for your Real Estate Company or Dentist Clinic or Notary Services without presenting your professional license.

Consumerism is yet another advocacy that need to be strengthened in the Philippines. In the real estate service sector, I will take the lead. Right now, 95% of real estate agents in the Philippines are unlicensed, they don't follow a code of ethics. These colorum agents seem to be protected, yet I can see that they are being being manipulated by some real estate developers. The result is a disastrous impact on the integrity of the service and on the whole industry. For consumerists, there is big battle ahead us.

Sinubukan kong i-report ang mahigit dalawang libong specific cases ng colorum practice, dala-dala ko na ang evidences, nireport ko sa government agency na nagbibigay ng license. Sabi ng naka-usap ko sa agency, punta daw muna ako sa Cashier, ang bayad kada isang tao na kono-complain ko ay P1,010 may official gov't resibo. Susmaryosep! Do I need to pay over P2,000,0000 for them to move their asses and act on my complain? Grabe etong gobyerno na eto!

Yung 3 Billion Pesos Mortgage Scam ng Globe Asiatique ay sanhi ng pag-kukulang sa Professional Due Diligence Procedure dahil sa mga colorum na real estate agents na in-engage at minamanipula ng Developers. Hindi lang Asiatique ang gumagawa ng anomaly na yan, marami pang ibang developers.

Ang accountable govt agencies sa Asiatique Scam ay ang HLURB dahil hinahayaan lang nila ang mga walang lisensya na real estate agents na mag-practice. Ang PAG-IBIG ay liable din dahil ina-accredit nila ang mga developers na hindi sumusunod sa SalesAgent-Licensing requirement.

In the Philippines, professional licenses and professional board exams are administered by the Professional Regulation Commission (PRC). Sad to say, counterfeit professional certificates can easily be bought in sidewalk near the PRC and near the Presidential Malacanang Palace. Even if you practice a profession without license right in front of the headquarters of PRC in Manila, they won't mind.

On August 16, 2010, we opened the Official Website and Social Networking Sites of President Benigno S. Aquino III. We were aware of the Facebook Management policy that states: “Only the official representative of an organization, business, celebrity, or band may create a Facebook Page.” http://www.facebook.com/help/?page=904

Facebook Management implemented this policy early this week. That’s almost three months after we opened President Aquino’s Official Facebook Fan Page.

There is another policy of Facebook Management which states clearly, “If you would like to create a Facebook presence for a celebrity or organization, and you are not officially authorized to do so, please create a Facebook group instead, as this may be created and maintained by any user.”

It is clear from the foregoing policies that Facebook Management seeks to minimize confusion that may arise from the existence of more than one Official Facebook Fan Page for a public official -- in this case, for President Aquino.

In the light of these developments, we invite everyone to visit and participate in President Aquino’s Official Facebook Fan Page. We wish to emphasize that this is an inclusive page. We value the free expression of diverse opinions which, after all, is an essential element in a vibrant democracy like ours.

There is a Facebook rule that says an individual can only have ONE ACCOUNT. PNoy chooses to maintain this new account and requested Facebook for a special favor to migrate the members of the old account to the new account. Facebook did a "special process". Nag join ka ba ng old PNoy page dati dahil sa creator na si Ben Totanes or dahil sa mga Admin na "kakilala" mo, at hindi ka pala nag-join dahil kay PNoy? Sorry kung na merge ka dito. I suggest mag-buo ka na lang ng fan page ni Ben or fanpage ng kung sino mang admin na sinundan mo.

All Facebook accounts that uses PNoy's name will be claimed as "owned" by PNoy and will be disposed of properly. A person cannot steal a thing that he himself own. PNoy did not steal. The old acct is owned by PNoy's.

The migration only intends to move into this new page those who "like" PNoy in the old page. You liked PNoy in the old page, but in your case now, you are now saying you don't like PNoy. The migration was difficult because it was hard to distinguish those who are like you. The decision taken was to migrate na lang lahat na "active" accounts at hindi na isama sa migration ang "inactive" accounts. Masyadong fraudulently bloated ang numbers ng members ng old account -- this is the reason it reached 2M+. From old acct, less than 1M lang ang na merge dito kasi yung ibang members sa old page eh bogus multiple duplicate acct. In the old acct, maraming bogus na nag join sa old page to make it appear na marami ang members to create a band wagon. The migration was difficult because it was hard to distinguish the bogus. The decision taken was to migrate na lang lahat na "active" accounts at hindi na isama sa migration ang "inactive" accounts. Pag migrate, hindi na napa-sama ang mahigit kalahati sa lumang account.

Marami pang PNoy page ang i-identify at i-merge dito sa page na eto. Pag gumamit ng PNoy name or photo ang isang page para mang-hingkayat ng LIKERS, pwedeng i-claim yan ni PNoy na sa kanya at i-merge sa page na eto. Yung active members lang ang i-merge, hindi yung inactive. In short, may dagdag-bawas, pero merong way-out ang ayaw pwede naman sila mag click ng Unlike.

The old page has to be shut down. The old page may be an asset of Noy during the campaign, but it becomes a liability when he becomes President. In the old page, there are traces that detractors are suppressed, which would smear a bad image to Noy when he become President. As President of the Republic, he wants to uphold democracy, he wants to listen to criticism. The old one-sided Praisebook account has to be defunct para walang trace ng bangayan.

Let's forget the wounds during the campaign and delete all traces of the painful political war. Let's move on.

Isang bansa na lang tayo. Isang Presidente. Demokrasya ang iiral. Pakikinggan lahat na boses -- masaya man yan o hinaing. Pwede papuri. Pwede batikos, basta huwag lang bastos.

Using the Facebook rule on infringement of intellectual property rights, Malacanang should be diligent in purging all counterfeit Facebook Pages of the President that uses his name and picture in mockery. There is no need to migrate the members, abrupt deletion/removal of the counterfeit page is recommended. A mockery to the President is a mockery to the Philippines. If the mockery is done by a Filipino, it is the worse form of unpatriotism and treachery to our motherland.

The old PNoy Page was already abandoned by PNoy as he created an official FB page as a President.

Despite the fact that PNoy no longer look at posts at the old FB Page, people still continue to send feedback to PNoy in the old page. PNoy has no official personnel in place to get the messages in its right form.

Any page that continues to exist without PNoy getting the posts address to him is not good for the President. If these unofficial PNoy pages continue to operate, the number of messages unheard by PNoy will just grow and it is not good for the President.

Before FB deletes a Page, FB sends message to the Page Creator about the plan and the reasons behind it. The creator of the old PNoy FB page admitted having received such message.

For the members of the page who demand an explanation why they did not receive an "abiso" before the page is deleted, please address this issue to the Page Creator.

PNoy's Last 100 Days

QUESTION: Sir John, bakit po parang tulog ang Administration ni Noynoy Aquino hanggang ngayon?

ANSWER: Be patient daw. Hintayin daw po natin ang LAST 100 DAYS niya.

QUESTION: Mag-resign na lang siya. Mag-asawa na siya at enjoy his married life very late na siya. Diba?

ANSWER: Bakit mg-resign? Hindi naman kailangan. Tapusin nya term niya. Tiisin natin. The Filipino people wants a sleepy President so they can play to the max in violating rules. Ayaw ng mga Pinoy ng Presidente na i-implement ang mga batas. Mag-tiis tayo for the next six years.

QUESTION: Paano natin i-presenta ang Pilipinas sa ibang bansa? Anong communication and advocacy direction natin for the next six years?

ANSWER: Kahit saan ako nakakarating sa buong mundo, kinikwento ko kung gaano ka-corrupt ang Philippine Government, kung gaano kadami ang unlicensed real estate agents na tino-tolerate ng gobyerno, kung gaano kadami ang nababaril dahil napaka-luwang ng gun policies natin, at kung gaano ka-willing magbenta ng katawan ang ating mga babae sa napaka-murang halaga para lang maka-kain. Manalamin tayo ng mabuti. Ang pangit sa Pinas ay aking isiwalat sa kapwa Pilipino at sa buong mundo. Pag hindi sinunod ng gobyerno ang mga concreto kong mga suggestions, itaga mo sa bato, using my natural gift in writing, ilulubog ko etong bansa natin sa kahihiyan para sabay-sabay tayong bumagsak at magising sa katotohanan, mayaman man o mahirap. Sa bola pa, we cant bounce back until we fall to the ground.

My Anti-Corruption Program

MY ANTI-CORRUPTION PROGRAM


Despite the fact that the Philippines have a very good laws, regulations, and policies on anti-corruption, we still remain very corrupt. Others say there is problem in implementation.

I would say there is problem in communications and advocacy -- the people are not properly educated on how they can participate in the corruption reporting process. There is also a problem in guaranteeing the safety of the witness/complainant. There is also a problem with the strong Filipino culture of TOLERATION, wherein the benefit of participating in the corruption is much bigger than the social benefit of doing something to eradicate it in our little ways.

COMMUNICATION AND ADVOCACY

I would suggest that all government employees and accredited contractors must undergo an annual video-seminar on anti-corruption and ethics. The TV should also be used to repeatitively show the anti-corruption video on the reception of government front-line services.

WITNESS PROTECTION PROGRAM

Corruption witnesses and whistleblowers should undergo proper lie detector polygraph testing before admitting their testimonies. The identities of the all valid witnesses and whistleblowers should be classified as top-secret by government to protect their lives. There should also be a tighter policies on gun ownership, gun-carry authorizations, and new effective checkpoint system.

CULTURE OF TOLERATION

The culture of toleration is based on benefit-cost analytical pattern of the individual person. The solution will also use the cost-benefit tactics. There should be an effective and sustained reward, award, and recognition system for persons who will report irregularities in government and private transactions. For example, if the penalty of the traffic violation is P1,000, the reward to the Police who will report a bribe offer must be P1,000 plus a Certificate of Integrity and an Honor Stripe on his uniform that will be given to him during their agency's Flag Ceremonies. Nobody wants to bribe a cop with this kind of policy on the table.
